In 1974, during the final days of the Vietnam War, Mark Lee (Chow Yun-Fat) arrives in Saigon, intending to bring his uncle Ten (Shih Kien) and cousin Cheung Chi-Mun (Tony Leung Ka-Fai) back to Hong Kong with him. The movie begins as the two-year term expires, and all the elders of the Wo Shing society are in the process of electing a new chairman, with some last-minute "campaigning" from both Lok, and Big D a few days prior to the election. Lok is shown to be calm, patient and even-tempered, while Big D, who attempts to buy the election, is boisterous, impatient and quick tempered. After bitter arguments from supporters of both candidates in the likes of Uncle Cocky and Uncle Monk, Lok is elected as the new chairman. However, Big D is dismayed by the result and proceeds to punish two men responsible for his loss by kidnapping them and rolling them down a hill in boxes, prompting ex-chairman Whistle to ask his lieutenant Four-Eye to hide the dragon head baton, which is a symbol of power for the leader.

Chung Chi (Ku Feng) leads Roast Chicken (Andy Lau) and Tai Lan Choi (Alex Man) as the largest triad organization in the Chinatown of Amsterdam. Singer Yin Hung (Carina Lau), who is performing in Amsterdam, was abducted, but was fortunately rescued Chi and his underlings. However, at the same time, it led to an outbreak of bloody battles. During the Chinese Civil War, a group of war friends Ting Kwan-pik, Cheung, Lau Fuk-kwong and Cheung Cho-fan were captured and brutally tortured by officer Haye. After they escape, Ting headed to Shanghai and became a cop. Ting is also one of the few righteous, incorruptible cops in Shanghai. Although the police force consists mostly of corrupt cops, the superintendent is an honest man. One time during a drug raid, Ting kills Haye's uncle, Leung. Haye, who has know became an opium smuggler, vows of revenge and later kills Ting's partner.
