The President of the United States is caught making advances on an underage "Firefly Girl" less than two weeks before Election Day. Conrad Brean (De Niro), a top-notch spin doctor, is brought in to take the public's attention away from the scandal. He decides to construct a diversionary war with Albania, hoping the media will concentrate on this instead. Brean contacts Hollywood producer Stanley Motss (Hoffman) to create the war, complete with a theme song and fake film footage of a photogenic orphan (Dunst) in Albania.

Ben is a witty, charismatic serial killer who holds forth at length about whatever comes to mind, be it the "craft" of murder, the failings of architecture, his own poetry, or classical music, which he plays with his girlfriend. A film crew joins him on his sadistic adventures, recording them for a fly on the wall documentary. A group of seven seemingly unconnected people each receive a letter containing half of a thousand dollar bill, an invitation to a mansion, and the promise of money and prizes if they show up. Arriving at the house, the recipients of the envelopes find a note, which informs them that rooms have been prepared for them, and that their host (known only as "J.M.") will arrive soon to explain everything to them. Howard Beale, the longtime anchor of the Union Broadcasting System's UBS Evening News, learns from the news division president, Max Schumacher, that he has just two more weeks on the air because of declining ratings. The two old friends get roaring drunk and lament the state of their industry. The following night, Beale announces on live television that he will commit suicide on next Tuesday's broadcast. UBS fires him after this incident, but Schumacher intervenes so that Beale can have a dignified farewell. Beale promises he will apologize for his outburst, but once on the air, he launches back into a rant claiming that life is "bullshit". Beale's outburst causes the newscast's ratings to spike, and much to Schumacher's dismay, the upper echelons of UBS decide to exploit Beale's antics rather than pull him off the air.

In 2000, during the 20th annual race, a resistance group led by Thomasina Paine (Harriet Medin), a descendant of 1770s American Revolutionary Thomas Paine, plans to rebel against Mr. President's regime by sabotaging the race, killing most of the drivers, and taking Frankenstein hostage as leverage against the President. The group is assisted by Paine's great granddaughter Annie (Simone Griffeth), Frankenstein's latest navigator. She plans to lure him into an ambush to be replaced by a double. Despite a pirated national broadcast made by Ms. Paine herself, the resistance's disruption of the race is covered up by the government and instead blamed on the French, who are also blamed for ruining the country's economy and telephone system. The game has sadistic rules, where killing a baby and physically challenged people will give the player extra points. Machine Gun Joe (Sylvester Stallone) is the main opposition to Frankenstein.
