Norman (Norman Wisdom), a lowly stock clerk at Burridge's department store, is in love with another employee, Sally Wilson (Lana Morris), though he has been unable to muster the courage to let her know how he feels. After he antagonizes the new head of the store, Augustus Freeman (Jerry Desmonde), he is promptly fired. On his way out, Norman helps Miss Bacon (Margaret Rutherford) carry her bulging suitcases, unaware that she is an audacious shoplifter. Freeman sees Norman assisting a "customer" and rehires him.

Norman vit toujours dans l'orphelinat Greenwood où il a grandi et où il est devenu un employé. Norman Pitkin (Norman Wisdom) works at Scotland Yard as a car cleaner but dreams of becoming a policeman like his late father. The police reject his request to join the force but recruit him to work undercover in disguise as the double of a suspected jewel thief, an Italian crime boss who looks just like him. In addition to his criminal activities this man is a ladies' hairdresser. Norman disguises himself as the suspect and gains entry to his salon. Once inside, after some mishaps, he manages to find the stolen goods, knock out the suspect, wrap him up in a curtain/wall rug, and bring him to justice. As a reward, he is offered a permanent place in the police and marries his love, the ex-girlfriend of the man he brought to justice (whom had he rescued earlier in the film when she was attempting to commit suicide by jumping in the river).

Professor Brainard (pronounced BRAY-nerd) is an absent-minded professor of physical chemistry at Medfield College who invents a substance that gains energy when it strikes a hard surface. This discovery follows some blackboard scribbling in which he reverses a sign in the equation for enthalpy to energy plus pressure times volume. Brainard names his discovery Flubber, which is a portmanteau of "flying rubber." In the excitement of his discovery, he misses his own wedding to Betsy Carlisle, not for the first time. Subplots include another professor wooing the disappointed Miss Carlisle, Biff Hawk's ineligibility for basketball due to failing Brainard's class, Alonzo Hawk's schemes to gain wealth by means of Flubber, the school's financial difficulties and debt to Mr. Hawk, and Brainard's attempts to interest the government and military in uses for Flubber.
