The film was based on the Just William series of books by Richmal Crompton. Crompton was impressed with the film and wrote a novel Just William's Luck based on the events of the film. The following year a second film William Comes to Town was made.

William Brown and his gang the Outlaws visit the Prime Minister in Downing Street to demand shorter school hours and better pay for kids. The newspaper publicity caused by their visit lands William and his friends in trouble with their parents. William almost ruins his chances of going to the circus (his parents made him promise to stay out of trouble), but somehow he finally finds his way there.

Two 12-year-old girls, Charlotte "Charlie" Palfy from Berlin and Louise Kröger from Hamburg, meet on a train going to a language school in Scotland. They are shocked to see how much they look alike. They soon find out they are identical twins. Shortly after their birth, their parents split up, and each of them took one girl. Neither girl knew she had a twin sister, and they both believed their other parent was dead. Though they look alike, they are very different in personality. Charlie, as the daughter of a music hall composer, is cool, self-confident, and somewhat impolite, dresses accordingly, and listens to techno music. Jim Hawkins is a young orphan who lives in the Admiral Benbow in England with his friends Gonzo and Rizzo. Vanessa Lutz (Witherspoon) is a poor, illiterate teenage girl living in the slums of Los Angeles.
