It begins with Bugs emerging from his hole in a city park, reading the newspaper on his way to the nearest bank, for a withdrawal from his personal depository of carrots. He reads that "Rabbit Season Opens Today" and comments on his pleasure of living in a "more secure" urban environment (miraculously avoiding heavy traffic crossing the street while reading the paper).

Bugs has relocated his home due to heavy winter rains; he now lives under the floor of a condemned building. All of a sudden, he hears police sirens, which are followed by a car stopping, and then clambering footsteps. Rocky and Mugsy, two gangsters, burst into the room. They have just committed a jewelry robbery, "all 14-carat". Bugs hears the last word as "carrot", and emerges to see what's happening. He realizes what's going on, and vows to take care of the two while they rest for the night.

Bugs Bunny is taking his morning shower under a waterfall, singing "April Showers" (à lá Al Jolson) when the water stops flowing. After a brief delirium that the supply has permanently dried up, he decides that beavers are responsible, and climbs up the waterfall to the source of the problem. The source of the problem turns out to be the villainous Blacque Jacque Shellacque, who has built an illegal rock dam in an effort to control the water supply and sell it at inflated prices. Bugs demands Jacque explain what gives him the right to build the dam, and Jacque responds "This give me the right!" as he sticks a revolver into Bugs' neck (this exchange is cut out of most commercial showings). Bugs next asks Jacque what would happen if certain rocks become loose, to which Jacque simply states he would replace them. Bugs then tricks Jacque into removing a tiny rock, at the dam's base, which then dislodges the dam.

Satan, the Head Devil, loses his left horn, which is found by an elderly man in Britain (there are clues to the cartoon's location; the bin says "Keep Britain Tidy" and Rule Britannia is heard twice) who uses it as a hearing trumpet. Soon the man experiences a series of aural and visual hallucinations: A bug sounds like a locomotive; a butterfly causes him to see strange patterns; a short man in a pink suit makes mischief, at one point pulling a telephone from the horn and turning the phone's mouthpiece into a shower outlet. These hallucinations become steadily more strange and frightening before finally culminating in a "GIGANTIC EXPLOSION!" Having suffered enough, the gentleman leaves the horn behind in favor of his original hearing trumpet, which he had thrown out at the cartoon's beginning. After he leaves, Satan materializes and is glad to find his missing horn; he screws it back on and disappears. The cartoon ends with the moral: "The other fellow's trumpet always looks greener".

The cartoon opens with a pair of eyes looking through a peep door followed by the credits. The narrator explains how the Roaring 20's was a time of jazz, new fashion trends (such as oversized fur coats on men and short-skirted dresses, bell hats, knee socks, and long pearl necklaces on women), dance parties, and mobster violence. The scene then cuts to a pair of gangster cars shooting guns at each other (ceasing at a traffic light). One man, witnessing the gangster battles, hurries over to the nearest telephone booth and orders the operator to connect him to the police, but the dim witted operator takes so long to make the connection that the gangsters' gunfire shoots the telephone booth and man in half, to which the operator says "Sorry! You've been disconnected."

The Pink Panther and an unnamed painter (known as the "Little Man") compete over whether a house should be painted blue or pink. Each time the painter attempts to paint something blue, the panther thwarts him in a new way, and paints the object/area pink. At the end, the exasperated painter inadvertently turns the house and everything around it pink (first by repeatedly shooting at the elusive panther with a shotgun that the panther had poured pink paint into, and then by burying the panther's pink paint cans in the soil outside the house, where they "sprout"), and the panther moves in. But just before he moves in, he paints the white man completely pink. The painter gets upset and bangs his head against the mailbox outside. The Pink Panther then walks into the house as the sun (also turned pink) sets.

The Grinch (voiced by Boris Karloff) is the film's main character. He lives in a cave atop Mt. Crumpit, located above the village of Whoville. The Grinch is a surly character with a heart "two sizes too small" who has especially hated Christmas for 53 years. On Christmas Eve, he finally becomes fed up with seeing the decorations and hearing all the music and caroling in the village and wishes he could stop Christmas Day from coming to Whoville. When he sees his dog, Max, with snow all over his face in the shape of a beard, he decides to disguise himself as Santa Claus and steal Christmas.

A bear settles down for his long winter nap, and while he sleeps the progress of man continues. He wakes up to find himself in the middle of an industrial complex. He then gets mistaken by the foreman for a worker and is told to get to work. To this he responds, "But I'm not a man, I'm a bear". He is then taken to each of his successive bosses (general manager and three vice-presidents), who try to convince him that he is just a "silly man who needs a shave and wears a fur coat", reaching all the way up to an elderly president (who in the animated version is depicted as a dwarf whose face is never seen) of the factory who concludes he cannot be a bear because "all bears live in the zoo". The bear is taken to the zoo, hoping to gain support from his own species, but even the zoo bears claim he is not a bear, because if he was "he'd be behind bars like us". Eventually he concludes that he must be a "silly man", and works hard at the factory to the satisfaction of the foreman and the other bosses. However, winter comes again, and he feels cold. He wishes he knew what a "silly man" would do to get warm. But in the end he finds a cave and enters, feeling comfortable and bear-like once more. As the bear is sleeping, he reflects on the events of the year, as the narrator concludes that because all the bosses and even the zoo bears disbelieved he was a bear, did not make it so. "The truth is he was not a silly man...and he was not a silly bear, either".

A buzzard egg is mysteriously delivered to two sparrows, Gwendolyn and Monte. The "upper crusty" and very proper English Sparrows are not accustomed to having a repulsively ugly (and incredibly stupid) little bird about, but Gwendolyn convinces her husband that the baby bird will grow into a "beautiful swan". Unfortunately, as the narrator tells us, the little ugly bird grows into a very large ugly bird. Monte cannot even stand hearing the name of their "progeny", particularly when eating. But nonetheless, he takes Beaky out into the world to demonstrate the art of hunting for prey, such as barnyard fowl. Of course Beaky, being incredibly shy and inept, repeatedly causes many grievous injuries to Monte, and it is all Monte can do to salvage what little self-respect remains.
