Dr. Fuentes (Federico Luppi) is a medical professor/doctor near his retirement and his wife has recently died. He taught a group of seven -he views this as one of his greatest accomplishments- that trains young people to provide health care to impoverished citizens in the outlying hill country, where small agricultural communities struggle to survive. It is not until he begins his journey that he discovers a world much different than the one he had imagined existing for his students as he finds himself encountering guerrillas and soldiers.

En Patagonie, les années 1880 voient les derniers affrontements entre Indiens et colons. Le colonel Garay, commandant de l'avant-poste fortifié d'un village, ambitionne de faire de l'Argentine un grand pays moderne et, pour s'y établir, accueille sa jeune femme Marguerite venue de Paris. Garay prépare l'arrivée de la voie ferrée et cette nouvelle infrastructure attire autant d'émigrants comme l'institutrice, que la convoitise d'autochtones comme Maître Pacheco qui rêve d'accaparer le plus de terre possible. Madame Yvonne, patronne de la maison close locale va l'y aider moyennant des compensations. Pendant que Marguerite, désorientée dans ce Nouveau Monde, s'attache à civiliser une jeune Indienne captive, la garnison prépare une fête pour l'arrivée du train et l'on commence à attribuer les lopins de terre aux soldats les plus valeureux. Les Indiens profitent de ces moments de relâche de surveillance pour passer à l'attaque. Garay y laisse sa vie, ce qui incite Marguerite à demeurer en Argentine.

After the mayor of the fictional village San Pedro de los Saguaros is lynched by angry villagers, a petty PRI party member named Juan Vargas (Damián Alcázar) is appointed temporary mayor by the state governor. At first the new mayor attempts to do good but a lack of funds cripples his efforts, and the bribe of a brothel owner sets him on the path to corruption. Seeking help from his superior, the secretary to the PRI governor, he is given a copy of the constitution of Mexico and a revolver and is told that the only law is Herod's law: literally translated: "either you get screwed or you get fucked." After traveling to a small village in Ecuador, Miami tabloid news reporter Manolo Bonilla (Leguizamo) witnesses the death of a local boy after Vinicio Cepeda, a traveling salesman, hits the boy in his pickup truck. When Cepeda attempts to back his truck away from the boy, a mob, led by the boy's father, Don Lucho, pulls him from his car, severely beats him, and sets him on fire before the local authorities intervene. After both men are arrested, Cepeda is examined at the jail infirmary and taken to his cell where, later that night, he is attacked by Don Lucho and severely injured.

The film is from the perspective of Gonzalo Infante, a privileged Chilean boy, during a time period in which the lower classes are politically mobilized, demanding more rights and forcing fundamental change. At the same time the upper middle class, including Gonzalo's own family, grow fearful of the growing socialist movement and plot against the country's elected president, Salvador Allende. Gonzalo's father, while sympathetic to the poor and not part of the right-wing movement, wants to leave the country to Italy, where he frequently travels for work, to avoid the Socialist policies. Sra. Infante is having an affair with a wealthy older gentleman, who gives Gonzalo gifts to keep him quiet. Gonzalo is sometimes bullied by his sister's boyfriend, who is a violent anti-Allende right-winger who uses nun-chucks to intimidate people. The family often buys products off of the black market, due to rationing and shortages.

Fred, a recently widowed Spaniard in his 70s who has led a quiet life, retires to an apartment in Madrid. Elsa, a similarly-aged but more colorful Argentinian and a chronic liar, is his neighbor. Once Fred learns Elsa will probably die, he pays all their expenses for a trip to Rome to fulfill Elsa's lifelong wish of reenacting Fellini's famous scene starring Marcello Mastroianni and Anita Ekberg under the Fontana di Trevi in La Dolce Vita.
