Rome, années 1920. Gastone, un danseur mondain, artiste médiocre, à la fois séducteur et escroc, rêve d'accéder à la gloire en montant sur la scène du prestigieux « Salon Margherita ». Après s'être délesté d'une fausse duchesse russe appelée Sonja, il croit avoir détecté le filon en la personne d'une belle employée de maison, Nannina. Mais il est bientôt arrêté par la police. De son côté, profitant de son absence, Nannina triomphe en solo dans un spectacle. Un imprésario célèbre la remarque et devient son protecteur, lui assurant désormais une belle carrière. In Rome, during the Fifties, three boys attempt to commit a robbery. They're Mario, Alvaro and Otello, which make use of the aid of a trickster, Professor Semprini, who claims to be a great intellectual. But the man is the garbage boy of the lawyer Mazzoni Baralla, upright man, who goes on the trail of the three boys as soon as they attempt the shot. Indeed Alvaro, Mario and Otello are arrested, after being deceived by Semprini, who pretends from them a payment for the design of the plan. In fact the three first attempt to pass off counterfeit notes, then pretend guards vice squad's team in Villa Borghese. After the arrest and exoneration, the three decide to return to their old and simple jobs.

Otello Celletti (Alberto Sordi) is an unemployed ex-soldier from a small town in Latium. Since the end of the war, he has been living with his family and father at the expense of his brother-in-law, Nando. One day he receives a letter that says he has been given a job as carrier in the town's markets, despite his request to join the local police. Unwilling to accept the new job, he manages to meet the town's Mayor (Vittorio De Sica) and get the position he sought for. As a policeman, Otello can finally take revenge on all who had been teasing him during the post-war period when he was a jobless man, but soon starts having trouble with his duties. Uncapable of directing the traffic properly at a rather busy crossing, he is moved to a peripheral area where his tasks are much easier and gets here the occasion he has always been waiting for: one day he is told by a man passing by that a car got stuck not far from there and that the car is no less than Sylva Koscina's (in the role of herself).
