Synopsis
Tous les jeudis soirs, des gens assassinent, sans raison apparente, des passants dans les rues de Rome. British Captain and novelist Edgar Brodie (Gielgud) returns home on leave during the First World War, only to discover his obituary in the newspaper. Andy Osnard is an MI6 spy reassigned to Panama after having an affair in Madrid with the foreign minister’s mistress. His superior warns him of the corruption present in Panama, but Osnard views that as an opportunity. Consulting a list of British citizens residing in Panama, he meets Harry Pendel, the tailor to many of Panama's elite, including the President. Pendel, a gifted storyteller, passes himself off as being formerly of Savile Row, but is in fact an ex-con who used to run scams with his late uncle Benny. Pendel's wife Louisa, the assistant to the administrator of the Panama Canal Authority, is unaware of his criminal record. While Harry is a superb tailor, he is a bad businessman; his tailor shop is constantly in debt, and he owes $50,000 of Louisa's money to the bank for a farming business that failed.

Suddenly, London goes dark and loses all of its electricity. There is commotion at a cinema, with people demanding their money back. The owner of the cinema, Karl Verloc (Oscar Homolka), enters through a back entrance to the living quarters above, and pretends to have been asleep and not know anything of the blackout. His wife, Mrs. Verloc (Sylvia Sidney) comes to get him and is surprised to see him, but he informs her that he had been sleeping the entire time. He instructs his wife to return the money to the customers -- against her protests -- because he has "some money coming in." As the money is about to be disbursed to the customers downstairs, the lights go back on. It is revealed that sand was put in the boilers as an act of sabotage on London's electricity grid.

At a London music hall theatre, Richard Hannay (Robert Donat) is watching a demonstration of the superlative powers of recall of "Mr. Memory" (Wylie Watson) when shots are fired. In the ensuing panic, Hannay finds himself holding a seemingly frightened Annabella Smith (Lucie Mannheim), who talks him into taking her back to his flat. There, she tells him that she is a spy, being chased by assassins, and that she has uncovered a plot to steal vital British military secrets, masterminded by a man with the top joint missing from one of his fingers. She mentions the "39 Steps", but does not explain its meaning.
