In contemporary (for the 1937 production) California, villain J. A. Marsden aims to take over the California-Yucatan Railroad with the aid of his henchman El Lobo. The rightful owners, Joyce and Phillip Andrews, naturally object. Their parter, Don Manuel Vega summons his nephew, James Vega, to help them as he is the great grandson of the original Zorro, Don Diego de la Vega. He is disappointed, however, to find that his nephew is a useless fop (presumably Don Manuel had not paid too much attention to his family history).

Alan Armstrong (Kane Richmond) as the Spy Smasher is a costumed vigilante and freelance agent, not associated with the US government as the country has not yet joined its allies in World War II. In 1943, having expended enormous resources on recapturing escaped Allied prisoners of war (POWs), the Germans move the most determined to a new, high-security prisoner of war camp. The commandant, Luftwaffe Colonel von Luger (Hannes Messemer), tells the senior British officer, Group Captain Ramsey (James Donald), "There will be no escapes from this camp." Von Luger points out the various features of the new camp designed to prevent escape, as well as the perks the prisoners will receive as an incentive not to try. After several failed escape attempts on the first day, the POWs settle into life at the prison camp.
