Le scénario de Gerhard Menzel est inspiré d'un roman de Hans Flemming. On y remarque la participation du père de Romy Schneider, Wolf Albach-Retty.

Le Levantin Thomas Zezi passe un an et demi en prison pour contrebande. Il est libéré et revient chez lui. Il découvre alors que son compère Manopulos habite dans son appartement et que sa femme Jola est maintenant avec lui. Hors de lui, il chasse Manopulos. Zezi est plus que jamais conscient que quelque chose doit changer dans sa vie et qu'il doit dire au revoir à ses habitudes. D'abord il décide de devenir honnête. Un peu plus tard Zezi rencontre la sage Hilde Woolworth, une jeune vendeuse qui a des difficultés financières. Il base sa nouvelle vie sur elle.

Pendant l'Empire russe. La jeune danseuse Nastasia Daschenko vit dans la chambre 217 du prestigieux Savoy Hotel à Moscou. Juste à côté se trouve un certain Sergueï Shuvalov, avec qui Nastasia partage un passé commun. La jeune tête brûlée avait déjà assassiné son mari, espérant capturer Nastasia pour elle-même. Schuvalov a dû passer de nombreuses années dans un camp sibérien pour son meurtre. Nastasia est maintenant mariée pour la deuxième fois et veut se débarrasser de son mari Fedor Daschenko, un commerçant dont elle a adopté le nom. Le divorce est déjà en cours. Son cœur appartient à un nouvel homme : Andrei Volodkin. Il est maître d'hôtel à l'hôtel Savoy et responsable de l'étage de Nastasia. Il est, comme on dit, un "gars entier". Il aime se regrouper avec beaucoup de femmes et ne veut en aucun cas s’engager avec qui que ce soit. Andrei est aussi lié avec Anna Orlowa, la gardienne, plus âgée. Pour lui, c'est une aventure, alors qu'Anna voit les choses différemment : elle se voit comme son épouse et espère pouvoir le lier avec ses propres atouts. Mais Andrei s'est déjà tourné vers une nouvelle femme, la femme de chambre Daria Plagina. C'est le point de départ de l'histoire.

In the Wołyń Voivodeship in eastern Poland, the German minority is oppressed by the Polish majority. The physician Dr. Thomas does not have any hospital available and his daughter Marie, who teaches at a German school, and needs an important operation, watches when her school is disseized by Polish authorities and demolished by an angry mob. Dr. Thomas protests to the mayor, noting the constitutionally guaranteed minority rights; however his protest falls on deaf ears. Marie and her fiancé, Dr. Fritz Mutius, drive to the provincial capital, in order to put their protest to the Voivode (governor), but they are not even received there either. Deciding to stay in the capital in order to call on the court the next day, that evening they go to the cinema. They are accompanied there by her friend Karl Michalek, who has been pressed into service by the Polish Armed Forces. When they refuse to sing the Polish national anthem Mazurek Dąbrowskiego with the rest of the audience, Fritz gets grievously hurt by the furious Polish crowd. Marie tries to take her betrothed to a hospital, but he is refused admission and succumbs to his injuries.
