High school valedictorian-to-be Henry Burke (Matt Bush) takes his first hit of pot with his ex-best friend Travis (Sean Marquette), only to learn that, due to a spelling bee champion's recent use of marijuana, their high school is conducting a drug test where anyone caught under the influence of anything will be expelled. Beginning with a montage of bloopers entailing reporters losing their professional demeanor with cursing, freudian slips of sexual innuendos and ending with local channel KZLA6 (a likely parody of KTLA) segment reporter Meghan Miles (Elizabeth Banks) who has the undesired paranormal ability of turning cats psychotic towards her, being swarmed at an animal shelter, also an integral plot device. Meghan is being considered for an anchor position with the cnb network and her interview with network executives has her answering her final question, claiming "I'm a good girl". Two weeks after the interview, her producer, Dan Karlin (Willie Garson) receives a call that out-of-town Wendy Chang is being chosen over her, a likely tokenism requirement. Upset over her steady boyfriend leaving her and taking his stuff, her two friends take her out clubbing and Megan drinks heavily. Being locked out of the club on a fire escape from a one way door, Gordon, a handsome and charismatic man woos her and takes her to his place where they indulge in frat house-style games ending with Megan waking up in his bed in just her underwear. Receiving a call that Chang has racy pictures of her circulating and Megan is hired, has her collecting her clothes from around the place, she comes across a cat, with its eyes turning shiny. Trapping it under a box is futile as it reappears unrevealed. She flees the place with just her car keys, leaving behind her phone. Outside, her car is towed past her with her purse inside and the call buttons to the buildings residents is just numbers. Why Megan doesn't wait around for Gordon is unexplained, either she can't remember him or the area is too dangerous, she walks down the street, coming across an off duty taxi, but strongly insisting that he drive her to the "tow-to place", referring to the impound lot. In 1986, Harry Dunne (Derek Richardson) finally gets his chance to go to regular school. At the same time, Lloyd Christmas (Eric Christian Olsen) has been adopted and exchanged several times until he is finally accepted by the school janitor, Ray (Luis Guzmán). Harry bumps into Lloyd on the way to school, in search for a treasure his mother (Mimi Rogers) asked him to find, and as if it were destiny, the two instantly became the best of friends. Lloyd introduces Harry to his "friend", Turk (Elden Henson), the school bully whose main function in life appears to be making Lloyd's life miserable. After putting Lloyd in a trash can, he hoists the two friends up a flagpole. Meanwhile, the corrupt Principal Collins (Eugene Levy) is searching for a way to get a large amount of money to get a condominium in Waikiki, Hawaii for him and his girlfriend, Ms. Heller (Cheri Oteri), the school's cafeteria lady. Seeing Harry and Lloyd getting hoisted on a flagpole, Principal Collins establishes a fake "special needs" class to swindle $100,000 from a former Special Needs student named Richard Moffit. Obviously, Harry and Lloyd are more than thrilled to help, unaware of the real reason, and thus find themselves signing up people who are "special" for the class. These include a reluctant Turk; a teen named Toby (Josh Braaten) who broke his leg and arm in a skateboarding accident—and whom Lloyd believes is a "little crippled boy"; Toby's gorgeous girlfriend, Terri (Teal Redmann); geeky Lewis (Shia LaBeouf), whom Harry and Lloyd believe is a centaur after seeing him half-dressed in his horse mascot uniform; Cindy (Michelle Krusiec), also known as "Ching-Chong," a Chinese exchange student who later becomes Turk's girlfriend; and Carl (William Lee Scott), a badly injured football player obsessed with his sport. Sol (Balthazar Getty) is a loser, heading towards his 20s, and he hasn't had a romantic relationship with a woman in his entire life.
