Radhe (Salman Khan), a gangster with a mysterious past, murders on other's orders for money. He meets Jhanvi (Ayesha Takia) while she's doing fitness training and instantly falls in love with her. Chitra Narayan (Simran), a political journalist with Observer Daily in Delhi, is in love with Kiran Verma (Akshay Anand), a budding actor. She intrudes into the illegal affairs of Paul B. Issac (Devan), a Delhi-based politician. Paul B. Issac commits a murder and gets actor Kiran's face morphed onto his body in the video, whereby he traps him for the crime. Kiran is jailed under the charge of murder. Chitra gets the video tape, and she smells foul and tries to reveal the truth behind the morphing of images. She is followed by the goons of Paul. A handicapped Krishna (Suriya) arrives at Mumbai. He, along with a taxi driver (Soori) travel along Mumbai to look for his brother. He then meets a close friend of Raju and tells Krishna that Raju is Raju Bhai (Suriya). He then meets JK and he tells his experience with Raju Bhai and tells him that Raju could have killed him but spared JK. Krishna finally meets Karim Bhai (Joe Malloori) and he tells Krishna that Raju and Chandru (Vidyut Jamwal) were inseparable friends and were growing dons as they emerging in the underworld their enemies too grows. Then a new Commissioner plans to clean the city and kills a few people of Raju's gang. Raju then retaliates this by kidnapping the Commissioner's daughter Jeeva (Samantha) and keeps her as a hostage for a day and when Raju goes to leave her back she tells that she actually doesn't want to go and doesn't want to marry because she didn't love anyone. Both of them then develop love. Things go well until Raju and Chandru invoke the wrath of Imran Bhai (Manoj Bajpai) who is a bigger and more powerful don than them and Chandru keeps chanting what Imran says to him that Imran would 'shoot them like pigs'. Raju then gives Chandru a surprise by capturing Imran. Chandru becomes thrilled about it and gives Raju a surprise by getting him a new car. Raju then meets Jeeva inside. Chandru tells him that he had given Raju a surprise and tells him to stay away for seven days with Jeeva. Raju and Jeeva have a blast. When Raju comes back he sees Chandru murdered in a ghastly manner. A frustrated Raju goes in search of the killers is also shot by his own man, Amar. Krishna then becomes worried. At that very time Amar gets to know that Krishna was looking for him and tries to kill Krishna. Then it is revealed that Krishna is Raju. Raju then fights them and kills Amar. He then goes to find Jackie in a horse race. Jackie tells him to ask Johny. Raju then finds Johny in a shopping mall and Johny tells him that they along with Imran had plotted to kill Chandru when Raju was away. A disappointed Raju kills Johny. Raju then kills one more betrayer in a fight and shoots him. Then Imran's men kidnap Karim Bhai's daughter. When Raju gets there Karim tells him it wasn't his daughter, it was Jeeva. Raju finally battles them and at last kills Imran Bhai. Raju, after rescuing Jeeva, reunites with her and happily leave Mumbai.

On or about 12 May 2000, a truck gets stolen in Los Angeles, and the police bring in six men of South Asian origin for questioning. They are: Yashvardhan Rampal, known as 'Major' educated intelligent, unemployed, with an ailing wife who longs to return to India; Non-English speaking Jay Rehan, otherwise known as 'Ajju', a foul-mouthed, trigger-happy gangster; A out-of-work former nightclub bouncer, Marc Issak, whose girlfriend, Lisa, is a bar dancer, and who is known to get into fights due to his uncontrollable temper; A drug dealer, Raj Yadav, otherwise known as Bali, foul-mouthed, womanizer, stutterer, and alcoholic; Bali's sidekick, Maqbool Haider, otherwise known as Mac; White-collared Anand Mathur, alias Andy, recently separated from his wife, Renu, and longing to get back together with his son, who he cannot get custody of due to financial problems. The six confer in a cell, cite woes that even though the Italians have their Mafia, the Colombians have their Cartels, but the East Indian criminal community is yet to forge a Bhai-type organization, resulting in their getting pulled in as the usual suspects every time there is a crime involving a colored person. They plot to get back at the cops by robbing the American Services Bank, perhaps the only bank which has a majority of its clientele employed by the city police. They plan and carry out this caper quite successfully, but when they exit the bank, they find themselves surrounded by the police. After a shoot-out, They do manage to escape and meet in a secret hideout, to not only share the loot, but also try and find out who betrayed them. Ajju abducts police interrogator, Detective MacQuarrie, and it is through him they learn that their informer is one of them – and they must find out his identity, kill him, then divide the loot amongst them and disperse. The only problem is the informer is not willing to come forward – and the gangsters end up suspecting each other and their respective motives.

Crime and corruption have taken over Bombay City without any solution. A rash of kidnappings of young women takes place. One auto-rickshaw driver Auto Kesariya is behind this crime. The policemen of Kala Chowki Police Station are doing little to stop these crimes. Former Assistant Commissioner of Police, Arjun Verma is reinstated and assigned to this case. Daya is an orphan who grows up learning that a police's life is a happy one with lots of money coming in the form of bribes which inspires him to become a police officer. After years, he becomes a corrupt, cunning, manipulative and ruthless sub inspector of police. He is transferred to Vishakhapatnam where he forms an immediate friendship with the local don Waltair Vasu by releasing his four brothers Ravi, Mani, Varun and Sundeep from the jail who were arrested for smuggling. Daya's attitude does not go well with his subordinate Narayana Murthy, a sincere police constable. He tries to oppose Daya's deeds which go vain.
