The script by AJ Carothers was based on a novel by John Godey. The supporting cast features Dorothy Provine, Henry Silva, Slim Pickens and Jack Elam.
It was re-released theatrically on April 15, 1977 on a double bill with a re-edited version of The Three Caballeros (1945) in featurette form.
Synopsis
Second-rate actor Jack Albany (Dick Van Dyke) finds himself mistaken for fiendish killer Ace Williams and whisked off to master gangster Leo Smooth's (Edward G. Robinson) fortified mansion. He is forced to continue with the charade what with all the rough-looking hoods around, even when he finds he is to play a deadly role in the theft of the Van Gogh masterpiece "Field of Sunflowers". But at least there is lovely art teacher Sally (Dorothy Provine) who could become an ally — if she ever believes his story.Actors

"Smiler" Grogan (Jimmy Durante), wanted by police in a tuna factory robbery fifteen years ago and on the run from the police, careens his 1957 Ford Victoria off twisting, mountainous State Highway 74 near Palm Springs in Southern California and crashes. "Big" Jim Stevens, undisputed boss of the Chicago underworld, gets an unexpected birthday present from his ambitious lieutenant, Guy Gisborne. Napoleon (Lando Buzzanca) is a small-time crook with big ideas. In prison in Naples where he is serving time for a robbery charge, he is sprung by accident when a foppish villain calling himself the Baron (Pinuccio Ardia) and his two "numb-skull" cohorts, Agonia (Ugo Fangareggi) and the Captain (Dante Maggio), tunnel under his cell, having lost their way to an expected bank vault. Napoleon escapes with his rescuers through the tunnel, and upon arrival on the outside of the prison, he discovers that the three are flat broke, despite the well-dressed appearance of the Baron. Napoleon swiftly asserts himself as leader of the group by pretending to be a master criminal and suggests that they move to Rome for richer pickings. The four of them are forced to travel to Rome in the back of a cattle truck since they do not have a car.

After a random attack the night before by a local gang known as "The Scullions" and their infantile leader Zed McGlunk (Bobcat Goldthwait), Chief Henry Hurst (George R. Robertson) arrives at the 16th precinct and notifies its captain, Pete Lassard (Howard Hesseman) that the precinct is the worst in the city.
