The film tells the story of Sam (Donald Moffat), a recovering alcoholic who feels dissatisfied with his life of sobriety and goes back in search of the good times he enjoyed with his old friends living on Los Angeles' skid row (Fifth Street - hence the film's title). Eventually finding his best friend, "C.G." (Waite), still living on the nickel, the two men reminisce, and Sam gets a fresh look at the lifestyle he had once vigorously abandoned. The film is a multi-level odyssey through the slums of L.A., as well Sam's personal ruminations as he re-evaluates the nostalgia he had felt for the free and bohemian lifestyle of a street person.
The film also stars Hal Williams, Penelope Allen and Jack Kehoe. The original soundtrack was written and performed by Tom Waits. With its offbeat, comedic depiction of life on the streets, On the Nickel has maintained a cult following since its initial release, although it passed out of general availability for 20 years and effectively became a "lost" movie. Despite this, occasional showings on American television have kept viewer interest high and have resulted in Mr. Waite's decision to collaborate with Thomas Wise, re-edit and restore the feature in high definition for DVD and internet release in late 2009.

LAPD Detective Sgt. Rachel Cameron (Joanne Woodward) is a shy, 35-year-old spinster schoolteacher living with her widowed mother in an apartment above the funeral home once owned by her father in a small town in Connecticut. School is out for summer vacation and Rachel figures it will just be another lonely and boring summer for her. (Its implied that she may even hate summer as her job provided somewhat of an escape from her rather domineering mother who's always trying to compare her to her sister who married a successful man.) Fellow unmarried teacher and best friend Calla Mackie (Estelle Parsons) persuades her to attend a revival meeting, where a visiting preacher encourages Rachel to express her need for the love of Jesus Christ. Rachel is overwhelmed by God's grace, baring so much pent-up emotion, that she is humbled after the service; comforting her, Calla suddenly begins to kiss Rachel passionately. Is Calla a lesbian, or did she merely react to the emotion of the moment? The film does not answer this question, but Rachel's reaction is to withdraw from the friendship for the time being.

When wealthy Arthur Patterson (Donald Moffat) finds out that he is dying, he tries to make peace with his past. He looks back to his World War II years, when he was a soldier in France. There, he met a poor French girl, Solange Bertrand (Kim Thomson), whom he fell in love with. Solange married his good friend Sam (Bruce Abbott), though, and they settled in New York City after the War, where Sam worked as an actor on Broadway.
