The setting is 1922, in French-occupied Vietnam, and anti-French rebellions by peasants have emerged all over the country. In response, the French have activated units of Vietnamese secret agents to track and destroy the rebels. One agent is Le Van Cuong. Although he has a perfect track record, Cuong's conscience is troubled by the sea of Vietnamese blood he has spilled. Following the assassination of a high-ranking French official, Cuong is assigned to seek and kill the notorious leader of the resistance. Cuong encounters Vo Thanh Thuy, a relentless revolutionary fighter and the daughter of the rebel leader. She is captured and imprisoned by Cuong's cruel superior, Sy. Cuong suspects that Sy knew about the attack on the French official before it happened, and could have prevented it. Suspicious, he warns Thuy that her organization has a mole, helps break her out of prison and becomes a fugitive himself. Her fiery patriotism inspires Cuong, and he develops feelings for the young woman as well. Meanwhile, Sy is tracking Cuong and Thuy, knowing the pair will lead him to Thuy's father.

Rocky, Colt and Tum-Tum are experiencing the pains of growing up prior to a trip to Japan planned with their grandfather Mori Shintaro, who hopes to take them to a martial arts tournament of which he was the victor 50 years ago. Only Tum-Tum seems interested in going, and even then, only out of interest in seeing sumo wrestlers due to how much food they get to eat. He tells the boys he hopes to return a dagger awarded to him at the tournament when he defeated a boy named Koga, so that it may be presented to the incumbent victor. In Japan, a man (later revealed to be Koga) breaks into a museum and steals a sword before escaping via hang glider. Meanwhile, back at Mori's house, a trio of bunglers led by Koga's nephew Glam try to break into the house to steal the dagger, the boys manage to drive them off, counting it as an ordinary robbery attempt.

Matt Murdock is a blind lawyer in New York City's Hell's Kitchen neighborhood, where he runs a firm with best friend Franklin "Foggy" Nelson. Ramli, Ajis and Sudin are a trio of bujang lapok (worn-out bachelors) waiting at a jetty for a boat to arrive and lead them across the river. The boat company is owned by a rich man named Ahmad Nisfu, who employs thugs to run the business and keep the passengers "in line". The thugs only allow certain people to take the boats early, while others have to wait a long time. An old man called Pendekar (meaning "master" or "warrior") Mustar wants to cross the river, but he is ill-treated by the thugs. When he continues to insist to be allowed to cross the river, he is dragged away to be beaten up, but he defeats all the thugs thereby scaring the rest into letting him ride the boat he wants. After bearing witness to the damage done by the pendekar, the trio decide to follow him and become his students. They proceed to create chaos at the jetty so that the thugs may get distracted and they then use the boats to sail their way to Kampung Pinang Sebatang.

In Shanghai during the 1930s, Sing and his friend Bone attempt to join the Deadly Axe Gang which ruthlessly control the city under leadership of Brother Sum. Sing seeks to restore his confidence after being humiliated as a young boy while trying to protect a mute girl from bullies, due to the failure of the Buddhist Palm method he had learned from a pamphlet he bought from beggar. Sing and Bone attempt to intimidate the residents of Pig Sty Alley but are chased off by its Landlady. Hearing of this, Sum orders Sing and Bone captured, while sending the Gang to reassert its authority from the humiliation. Three of the tenants, Coolie, Fairy, and Donut, are revealed as martial arts masters and defeat more than fifty of the Gang. Fearing retribution, the Landlady evicts the three, but they meet a pair of hired assassins using a magical guqin to launch invisible blades. Coolie is beheaded, and Fairy and Donut are mortally wounded before the Landlady and her husband the Landlord reveal that they too are martial arts masters, having gone into self-exile after the death of their son. The two defeat the assassins but Fairy and Donut die from their wounds. The Landlords temporarily evacuate the other tenants for their safety.

The film follows Deacon City Police Captain Jackson Briggs as he informs assassin Hanzo Hasashi about the criminals Reptile and Baraka; the latter has recently killed actor-turned-undercover-officer Johnny Cage in a fight. Briggs believes they were both working for a man named Shang Tsung. He asks Hasashi to kill them in a mysterious tournament hosted by Tsung. When offered his freedom in exchange for accomplishing such tasks, Hasashi reveals that he willingly had himself incarcerated—and could free himself at any time. Then Sonya Blade arrives with a folder and informs Hasashi that his enemy Sub-Zero is alive and the one he killed was his older brother. It becomes clear to Hasashi that the terms of his participation in the tournament involve killing Reptile, Baraka and Shang Tsung in return for access to Sub-Zero. Since the real Sub-Zero will be at the tournament, Hasashi, now calling himself Scorpion, agrees to participate.

The story is largely seen through the eyes of Ku, who is a well-meaning but unambitious scholar and painter, with a tendency towards being clumsy and ineffectual.
