The film documents the events that saw a French Captain, Alfred Dreyfus, sent to Devil's Island for espionage near the end of the nineteenth century. Colonel Georges Picquart (Richard Dreyfuss) is given the job of justifying Dreyfus' sentence. Instead, he discovers that Dreyfus (Kenneth Colley), a Jew, was merely a convenient scapegoat for the actions of the true culprit, a member of the French General staff. His attempt to right the wrong sees his military career ended and the famous French author, Émile Zola (Martin Friend), found guilty of libel.

In 1929, Italian dictator Benito Mussolini (Rod Steiger) is still faced with the 20-year-long war waged by patriots in the Italian colony of Libya to combat Italian colonization and the establishment of "The Fourth Shore"—the rebirth of a Roman Empire in Africa. Mussolini appoints General Rodolfo Graziani (Oliver Reed) as his sixth governor to Libya, confident that the eminently accredited soldier and fascist Grande can crush the rebellion and restore the dissipated glories of Imperial Rome. The young d'Artagnan arrives in Paris with dreams of becoming a king's musketeer. Quite unused to the city life, he makes a number of clumsy faux-pas. First he finds himself insulted, knocked out and robbed by the Comte de Rochefort, an agent of Cardinal Richelieu, and once in Paris comes into conflict with three musketeers, Athos, Porthos, and Aramis, each of whom challenges him to a duel for some accidental insult or embarrassment. As the first of these duels is about to begin, Jussac arrives with five additional swordsmen of Cardinal Richelieu's guards. D'Artagnan sides with the musketeers in the ensuing street fight and becomes their ally in opposition to the Cardinal, who wishes to increase his already considerable power over the king. D'Artagnan also begins an affair with his landlord's wife, Constance Bonacieux, who is the Queen's dressmaker.
