Fiona (Radha Mitchell) and Ben (Joel Edgerton) are a couple from Australia—she is a successful, self-starting lawyer while he is a relaxed, easy-going musician. Louis Salinger, of Interpol, and Eleanor Whitman, an Assistant District Attorney from Manhattan, are investigating the International Bank of Business and Credit (IBBC), which funds activities such as money laundering, terrorism, arms trading, and the destabilization of governments. Salinger's and Whitman's investigation takes them from Berlin to Milan, where the IBBC assassinates Umberto Calvini, an arms manufacturer who is an Italian prime ministerial candidate. The bank's assassin diverts suspicion to a local assassin with political connections, who is promptly killed by a corrupt policeman. Salinger and Whitman get a lead on the second assassin, but the corrupt policeman shows up again and orders them out of the country. At the airport they are able to check the security camera footage for clues on the whereabouts on the bank's assassin, and follow a suspect to New York.

Veronica Franco (Catherine McCormack) is an adventurous, curious, slightly tomboyish young woman in Venice. Her lover Marco (Rufus Sewell) cannot marry her because her family is not wealthy enough to provide a good dowry. Marco, a future Senator, marries a foreign noblewoman instead. Anna Leonowens (Jodie Foster) is a British widow who has come to Siam with her son Louis (Tom Felton) to teach English to the dozens of children of King Mongkut (Chow Yun-fat). She is a strong-willed, intelligent woman, and this pleases the King, who wants to modernize his country to keep it safe from the threat of colonialism, while protecting many of the ancient traditions that give Siam its unique identity. The King and Anna discuss the differences between Eastern and Western love, and the King dismisses the notion that a man can be happy with only one wife. In order to win the favors of Britain, the King orders a sumptuous reception and delegates Anna to organize it. During the reception, the King verbally spars graciously and wittily with Sir Mycroft Kincaid (Bill Stewart), of the East India Company, who accuses Siam of being a superstitious nation. At the end of the reception, the King dances with Anna.

In 1585, Catholic Spain ruled by King Philip II of Spain (Jordi Molla) is the most powerful country in the world. Seeing Protestant England as a threat, and in retaliation for English piracy of Spanish ships, Philip declares war. He plans to take over England, and make his daughter Isabella the Queen of England in Elizabeth's place. Meanwhile, Elizabeth I of England (Cate Blanchett) is being pressured to marry by her advisor, Francis Walsingham (Geoffrey Rush). She is ageing and, with no child, the throne will pass to her cousin, Mary, Queen of Scots (Samantha Morton). The Queen is presented with portraits of appropriate suitors, but Elizabeth refuses to marry, particularly to the Charles II, Archduke of Austria (Christian Brassington), who has become infatuated with the Queen. English explorer Walter Raleigh (Clive Owen) is presented at Elizabeth's court, having returned from the New World, and offers her potatoes, tobacco, two Native Americans, and gold from a Spanish ship that he claims was "unable to continue its journey". Elizabeth commands that the Native Americans be treated well, and refuses to accept the gold.

Dido Elizabeth Belle Lindsay was born in 1761, the natural daughter of Maria Belle, an enslaved African woman in the West Indies, and Captain Sir John Lindsay, a British Royal Navy officer. After the death of Dido's mother, Captain Lindsay takes Dido from the slums of the West Indies in 1765 and entrusts her to his uncle William Murray, 1st Earl of Mansfield, the Lord Chief Justice, and his wife, Elizabeth, who live at Kenwood House, an estate in Hampstead outside London. Lord and Lady Mansfield raise Dido as a free gentlewoman, together with their niece Lady Elizabeth Murray, who came to live with them after her mother died and her father remarried. When the two cousins reach adulthood, the Mansfields commission an oil portrait of their two great-nieces, but Dido is unhappy about sitting for it as she is worried that it will portray her as a subordinate, like other portraits she has seen depicting aristocrats with black servants. Dido's father dies and leaves her the generous sum of £2,000 a year, enough to make her an heiress. Lady Elizabeth, by contrast, will have no income from her father, whose son from his new wife has been named his sole heir. Arrangements are made for Elizabeth to have her coming out to society, but Lord and Lady Mansfield believe no gentleman will agree to marry Dido because of her mixed-race status, so while she will travel to London with her cousin, she will not be "out" to society.
