Paul, the owner of a strip club bar on the Sunset in Los Angeles, is knocked out at a brothel and taken home. The madam of the brothel sends two thieves to Paul's club to rob the place while he is unconscious. When the star dancer at the bar quits, Paul's wife fills in for her. The bartender then seduces her and takes her to his home, and the thieves begin working on cracking the safe. The boss of a black market ring (known only as "The Chief") wants to smuggle a batch of jewelry from a foreign state into the Soviet Union by hiding it inside the orthopedic cast of a courier. The Chief sends a minor henchman named Gennadiy Kozodoyev (played by Mironov) to serve as the courier. Kozodoyev travels to Istanbul via a tourist cruise ship. The Turkish co-conspirators do not know what the courier looks like; they only know that he is supposed to say a code word to identify himself. Due to a mix-up, they mistake Kozodoyev's fellow passenger from the cruise ship, the "ordinary Soviet citizen" Semyon Gorbunkov (played by Nikulin) for the courier. They place a cast around his arm and put the contraband jewels inside the cast. Upon the cruise ship's return to the Soviet Union, Gorbunkov lets the police know what happened, and the police captain, who is working undercover as a taxi driver, uses Gorbunkov as bait to catch the criminals. Most of the plot are various attempts of The Chief's inept henchmen, Kozodoyev and Lyolik (played by Papanov), to lure Gorbunkov into a situation where they can quietly, without a wet job, remove the cast and reclaim the contraband jewels. After an armored car leaves the bank with ten-million dollars, it is attacked on route by Diabolik (John Phillip Law) who manages to steal the money and escape with his partner Eva Kant (Marisa Mell). Leaving the money in their underground hideout, Diabolik and Eva attend a press conference held by the Minister of the Interior which they disrupt by releasing laughing gas. Due to the high level of crime, the death penalty is brought back. The police cannot find Diabolik but gang leader Valmont (Adolfo Celi) suffers at their hands because of a clampdown due to Diabolik's actions. Realising things can get only worse because of Diabolik's crime spree, Valmont contacts Inspector Ginco (Michel Piccoli) and makes a bargain to catch Diabolik alive for the police. In his hideout, Diabolik decides to steal the famous Aksand emerald necklace for Eva's birthday from the Saint Just Castle. Valmont builds up an identikit picture of Eva and circulates it as a means of capturing Diabolik.
