Wilse Dilling, a crippled brute living in the savage streets of Chinatown, receives a coded message to go to the home of his boss, Ann Cardington, known as Queen Ann, a powerful crime boss feared in the underworld. When Wilse meets with her, she sends him to the town of Fallbrook, where he is to await her instructions in dealing with a former lover of hers, a banker named Micha Hadley, who had betrayed her. Being practically wheelchair-bound has not stopped Dilling from committing a lengthy series of crimes, but to his surprise, he finds that the small town atmosphere makes him feel differently about everything. He finds a good friend in Hadley's daughter Gertrude, whom Wilse not only falls in love with but she helps him believe that he can make a fresh start. Mark Sheldon (Robert Wilcox) is an undercover secret service operative. He is assigned to investigate a modern time slave organization on a desert island way out in the Pacific. The organization hires prison convicts on parole and puts them into hard labor on the island, where they are unable to leave when they wish. Sheldon's partner on the case is just about to reveal that the head of the racketeering operation on the island is a man named Stephen Danel (Peter Lorre), when he gets murdered. Sheldon suspects that Danel has ordered the kill and decides to go on investigating on his own. He goes undercover to solve the murder, and poses like a criminal who gets framed and convicted for murdering a fellow operative and is sent to the prison. Soon enough he is paroled and gets hired by Danel's operation. He is transported to the island to do hard labor in a mine.
