In New York City, Charlie Driggs (Jeff Daniels) is a seemingly conventional banker whose wife has left him. In a café, an adorable brunette (Melanie Griffith) who calls herself Lulu spots him leaving without paying. After a teasing confrontation, the two leave in a car that, Lulu says, she acquired from a divorce. They embark on a bizarre adventure, including crashing and abandoning the car, stealing from a liquor store and leaving a diner without paying. Believing Charlie to be married, Lulu discloses her real name is Audrey, and takes him to visit her mother, Peaches. Audrey now adopts a different persona, becoming a demure platinum blonde. Coming to accept Audrey's free-wheeling lifestyle, Charlie realises he is falling in love with her.

The story focuses on the Turtles in the days leading up to and following the success of their single "Happy Together". Howard Kaylan and Mark Volman receive their draft cards and Frank Zappa tells them to seek advice from Herb Cohen, Zappa's manager and Kaylan's cousin, to avoid being drafted in the Vietnam War. Cohen advises Kaylan to show up to the draft board intoxicated from drug use, not to bathe or sleep, and to behave so obnoxiously that the Army will not draft him, leading Kaylan and Volman to engage in a sleepless night of marijuana smoking before their draft review, which they fail due to being high while taking the tests, and Kaylan pretending to be homosexual in front of the physician and expressing psychotic views to the psychiatrist.

At St. John's Orphanage in 1882, children, including a young Albert Fish, are being paddled as punishment for their sins. Albert Fish as an adult (Patrick Bauchau) then tells an anecdote of a horse that some older boys at the orphanage set on fire, comparing himself to the horse. He regularly whips himself with a belt while hallucinating himself as he appeared in the orphanage. Fish kills a boy scout, Francis McDonnell, before visiting the Budd family home, where he abducts and murders ten-year-old Grace Budd (Lexi Ainsworth) on June 3, 1928 under the pretense of taking her to his niece's birthday party. Throughout the film is a film noir-style narration by Detective William King (Jack Conley), of the Missing Persons Bureau. King searches for Grace Budd for six years, before finally tracking down and arresting Fish. Fish is found guilty despite evidence of his insanity, and promptly sentenced to die in the electric chair.
