It is a rare example of a British road movie, shot in black and white by Wim Wenders' assistant cameraman Martin Schäfer and featuring music from a number of new wave bands from the time, as well as established artists such as Kraftwerk, Devo and David Bowie. It is a journey through late seventies Britain by way of a road trip from London to Bristol, with Robert a DJ (played by David Beames) attempting to investigate the suicide of his brother. David Beames's character is a disc jockey at a radio station based on the United Biscuits Network, which broadcast to factories owned by United Biscuits.

German writer Philip Winter has missed his publisher's deadline for writing an article about the United States. He decides to return to Germany, and encounters a German woman, Lisa, and her daughter, Alice, who are both doing the same thing. After Lisa leaves Alice temporarily in Phil's care, it quickly becomes apparent that he will have to look after her for longer than he expected. Phil finds himself stuck with Alice, searching various cities of Germany for her grandmother, whose name and address Alice cannot remember. The only clue they have is a photograph of her grandmother's front door with no house number and no one in the shot.

The film is about a projection-equipment repair mechanic named Bruno Winter (Rüdiger Vogler) and a depressed hitchhiker Robert Lander (Hanns Zischler) who has just been through a break-up with his wife and a half-hearted suicide attempt. They travel along the Western side of the East-German border in a repair truck, visiting worn-out movie theaters. The movie contains many long shots without dialogue, including an outdoor defecation scene, and it was filmed in black and white by long-time Wenders collaborator Robby Müller.

The film, set in 1964, follows the story of Jimmy Cooper (Phil Daniels), a London Mod. Disillusioned by his parents and a job as a post room boy in an advertising firm, Jimmy finds an outlet for his teenage angst with his Mod friends Dave (Mark Wingett), Chalky (Philip Davis) and Spider (Gary Shail). One of the Mods' rivals, the Rockers, is in fact Jimmy's childhood friend, Kevin (Ray Winstone). An assault by aggressive Rockers on Spider leads to a retaliation attack on Kevin. Jimmy participates in the assault, but when he realises the victim is Kevin, he doesn't help him, instead driving away on his scooter.

Tom Ripley (Dennis Hopper) is a wealthy American living in Hamburg, Germany. He is involved in an artwork forgery scheme, in which he appears at auctions to bid on forged paintings produced by an accomplice, artificially driving up the price. At one of these auctions, he is introduced to Jonathan Zimmermann (Bruno Ganz), a picture framer who is dying of a rare and unspecified blood disease. Zimmerman refuses to shake Ripley's hand when introduced, coldly saying, "I've heard of you" before walking away.

The Great Leslie (Tony Curtis) and Professor Fate (Jack Lemmon) are competing daredevils at the turn of the 20th century. Leslie is the classic hero – always dressed in white, handsome, ever-courteous, enormously talented and successful. Lisbon Story is partially a sequel to Wenders' 1982 film, The State of Things. The fictitious movie director in the previous film, Friedrich Munro, reappears, again played by Patrick Bauchau. In Lisbon Story Friedrich has moved to Lisbon, Portugal (the country where The State of Things was set). The principal character, Philip Winter (Rüdiger Vogler), a sound engineer, receives a postcard invitation from Friedrich to come to Lisbon to record sounds of the capital city for his forthcoming film. On arriving, the director is nowhere to be found, though he leaves cryptic messages. This sets in motion a mysterious quest.

Retired thief, Roy Egan (Harvey Keitel), comes out of retirement to help his youngest brother, Lee (Timothy Hutton), with a jewelry heist in Palm Springs. Everything went down without a hitch, thanks to Jorge's scrambling of the police monitors and traffic signals.
