The film opens with Abby Russell at a night club where she explains to the audience via a narration that her "job" is to murder cheating men in order to "keep scum off of the streets"- a job that she thoroughly enjoys. She then murders a man by slicing through his femoral artery and then throwing him off the roof of the club. The following day she attends a ceremony where she watches Danni Rodgers, a nurse she had been mentoring, graduate. She then approaches her and meets Danni's mother and stepfather Larry Cook. Despite this joyful moment and all of her preparation, Danni is ill prepared for her first true day of nursing duty and is berated by Dr. Morris for her inability to respond quickly to an emergency situation. Abby views the situation with disgust, as she knows that Dr. Morris is a sadist that enjoys harassing new nurses.

During an intense summer heat wave in New York City, two cops are murdered and it's up to the detectives of the 87th Precinct to find the killer. Steve Carelli (Robert Loggia) and Mike Maguire (Gerald S. O'Loughlin) are the lead investigators on the case, but they can't seem to make any progress, and their work is made more difficult by a reporter, Hank Miller (Gene Miller), who keeps sticking his nose in. The two cops try to keep their personal lives separate from their work, but it keeps bleeding through. When Maguire is shot and killed, Carelli has to comfort his partner's sexpot wife Alice (Shirley Ballard), and then goes on a bender with the reporter, inadvertently revealing his suspicions about the case, and putting his girlfriend Teddy, a deaf-mute author (Ellen Parker), in jeopardy. The film opens with Stanley (Judd Nelson) on his boat in the middle of Summit Lake. After speaking with his agent, Regan (Susan Gibney) over the phone, Stanley accesses a hidden room in his house revealing a young woman who is chained to the floor by her ankle. He greets the woman and calls her Kimberly (Daniella Evangelista) as he places a plate of food in front of her. When he leaves the room, Kimberly walks over to the mirror and begins to cry, unaware that Stanley is studying her on the other side. Afterwards, Stanley brings her a fresh change of clothes and instructs her to dress, before gagging her with an orange and binding her hands behind her back. He forcibly escorts her onto his boat and drives out to the middle of Summit Lake, where he ties a cement block around her ankles. Curious about her predicament, he asks Kimberly how she feels, but the terrified woman does not respond. Stanley then pushes her into the lake, but promptly pulls her back up by the hair to study her expression before letting her sink to the bottom. Later, Stanley returns home to resume working on his script using the details he had gleaned from his latest victim. The next morning, he dives to the bottom of Summit Lake to tend his "garden", which consists of several women kidnapped and drowned in a similar fashion.

The film events take place in a futuristic, cyber-punk New York City, where convicted felon Roger Mason (Gary Daniels) is serving a sentence and is locked away in a high security prison facility, where Cryonics are applied to some of the inmates, including Mason himself, to keep them in a state of suspended animation. Mason, despite all the security measures applied at his confinement facility, manages to escape repeatedly to see his daughter, which is the only reason why he's making attempt after attempt to break free. However, the authorities are able to catch him and bring him back every time to serve even a longer sentence as punishment for his attempts to escape. Since he's being cryonically frozen to serve his time for years at a time, he remains practically the same age while his daughter grows older normally. As more and more time keeps being added to his original sentence, his escape attempts become more of an obsession rather than a goal.
