The Bowery Boys have been collecting money to help a young polio victim in the neighborhood. At Mike Clancy's café, Sach is entrusted with taking the ninety dollars they collected to the bank. Sam, a new customer of Mike's, offers to give Sach a ride to the bank, but takes him instead to a phony bookie joint where, unaware that the operation is not legitimate, he loses all the money to con men Tony and Al. Theatrical agent Al Stewart (Bud Abbott) has successfully booked his client, Dorothy McCoy (Dorothy Shay), "The Manhattan Hillbilly", at a New York nightclub. Unfortunately, he has also booked an inept escape artist, The Great Wilbert (Lou Costello), at the same location. During his performance, Wilbert cannot escape from his shackles and screams for help. Joe Bascomb (Lou Costello) chases con man Harry Lambert (Bud Abbott) to Mexico City, after Harry apparently swindled him (and some friends) in an oil stock scam back in the United States. Joe's ex-girlfriend, Mary (Virginia Grey) has hired Harry as her agent, and is going by the name 'Montana', passing herself off as a toreador. When Joe encounters Harry at a bullring arena, he also sees Mary, who is in the ring. As part of 'Amigo Americana Week', she is about to toss her hat into the crowd where the lucky recipient will be proclaimed 'goodwill ambassador'.
