For two years, Tom and Amy Bates have been struggling to cope with their altered lives, after their daughter Pattie (or Patricia) was severely injured in a hit-and-run accident. Pattie is unable to walk, completely dependent upon others for the activities of daily living, and seemingly unable to communicate beyond making unintelligible sounds. Although poorly educated and gullible, Amy Bates firmly believes that Pattie is able to understand what is being said in her presence, whereas Tom Bates has given up all hope of her recovery. In fact, judging from the sounds she makes, Pattie seems to realise what is going on around her, but Tom Bates is beyond noticing.

The film opens in 1934 with Winston Churchill deep in his wilderness years, and struggling to complete his biography of his ancestor the Duke of Marlborough, which he hopes will revive his fortunes. Winston is chided by his wife Clemmie for their lack of money and is aware that as a 'man of destiny' his moment may have passed. At the same time he struggles in the House of Commons as a backbencher to get a hearing for his concerns about German re-armament under Hitler and the policy of appeasement.

Emily Delahunty (Maggie Smith) is an eccentric British romance novelist who lives in Umbria in central Italy. Mrs. Delahunty settled in Italy to flee from a somewhat traumatic past which still haunts her, and lives alone apart from her servants, who put up with her eccentricities. One day while travelling, the train she is on is bombed by terrorists. After she wakes up in a hospital, she invites three of the other survivors of the disaster to stay at her Italian villa for recuperation. The film begins in Florence, Italy in 1935, where a group of cultured expatriate English women — called by the Italians "the Scorpioni" — meet for tea every afternoon. A joint Anglo-American plot is devised to steal a highly advanced Soviet fighter aircraft (MiG-31, NATO code name "Firefox") which is capable of Mach 6, is invisible to radar, and carries weapons controlled by thought. Former United States Air Force Major Mitchell Gant (Eastwood), a Vietnam veteran and former POW, infiltrates the Soviet Union, aided by his ability to speak Russian (due to his having had a Russian mother) and a network of Jewish dissidents and sympathizers, three of whom are key scientists working on the fighter itself. His goal is to steal the Firefox and fly it back to friendly territory for analysis.

Mexican revolutionary Pancho Villa (Antonio Banderas) finds himself without adequate funding to finance his war against the military-run government. He also finds himself at odds with the Americans because of the Hearst media empire's press campaign against him. To counter both of these threats, he sends emissaries to movie producers to convince them to pay to film his progress and the actual battles. Producer D.W. Griffith (Colm Feore) is immediately interested and convinces Mutual Film Studios boss Harry E. Aitkin to send a film crew. Aitkin's nephew Frank Thayer is initially a mere errand boy for the studio, but he makes a good impression with Villa, who demands that Thayer be placed in charge of the project. Thayer and a camera crew team film Villa leading his men to victory in battle. Despite the failure of this initial footage (which draws derisive laughter from potential backers) Thayer convinces Aitkin to invest even more money in a second attempt, and also convinces Villa to participate in making a more narrative film.

In the final days of the Italian Campaign of World War II, Hana, a French-Canadian nurse working and living in a bombed Italian monastery, looks after a critically burned man who speaks English but cannot remember his name. They are joined by Kip, a Sikh sapper in the British Army who defuses bombs and has a love affair with Hana before leaving, and David Caravaggio, a Canadian Intelligence Corps operative who was questioned by Germans and has had his thumbs cut off during a German interrogation. He questions the patient, who gradually reveals his past.
