This short begins in the home of Wealthy J. Rumsford Rumford (Don Beddoe). The guests of the party are remarking as to why his wife, Sherry Rumford (Lorna Gray), hasn't appeared yet. Rumsford is growing impatient. His psychiatrist friend calms him down. Then Sherry arrives by driving her car into the middle of the living room. Rumsford asks his psychiatrist friend for help, so he recommends Doctors Ziller, Zeller, and Zoller, who he claims are very expensive and have very peculiar methods, but get results. Rumsford then has his butler, Williams (Bud Jamison), call their office.

At the estate of King Herman the 6⅞ (Don Brodie) (a parody of Kaiser Wilhelm II), the deposed king of Moronica, war profiteers Ixnay (Vernon Dent), Amscray (Lynton Brent) and Umpchay (previously Onay) (Bud Jamison) have decided that they have had enough of Moe Hailstone, the fascist dictator they put in power, and want to help Herman retake the throne. To this end, his daughter, the princess Gilda (Mary Ainslee), threatens to try and assassinate Hailstone using an explosive Number 13 pool ball strategically positioned in Hailstone's billiard table. The fictitious country of Moronica (or at least Moe Hailstone) seems to be familiar with a pool game in which the 13 ball is placed at the head of the rack during set up.

In the fictional country of Moronika, three munitions manufacturers—Messrs. Ixnay (Richard Fiske), Onay (Dick Curtis) and Amscray (Don Beddoe)—decide their country is in need of a change. They decide to implement a dictatorship, oust the king, and go about finding someone stupid enough to be a figurehead leader. Ixnay volunteers the three wallpaper hangers simultaneously working in his dining room—the Stooges.

Fuller Bull (Vernon Dent), the head of the ailing Daily News, confronts the reporters he hired for not getting him a story to keep up with a competing newspaper called the Daily Star Press. Fuller Bull catches three shirtmen (the Stooges) outside thinking they are reporters from the Daily Star Press and immediately hires them to get a picture of visiting Prince Shaam of Ubeedarn (Dick Curtis). Word has it that Shaam has plans to marry local wealthy socialite Mrs. Van Bustle (Symona Boniface). The trio disguise themselves as servants, and work their way into a party being held at Mrs. Van Bustle's home in the honor of the prince.

The Stooges are defense workers at the Heedlock Airplane Corp., a pun on the Lockheed Aircraft Corporation. They enter an apartment and break into a safe, which turns out to be a refrigerator. With the food they find, they prepare a late night meal of a single slice of ham, an egg, bread and coffee. Moe and Larry share the food, and Curly gets the bone and the eggshell. While eating, Curly breaks his tooth while attempting to eat the ham bone, resulting in a major toothache. Moe suggests he simply get some sleep, and in the morning the toothache will be gone.

The Stooges join the war effort by enlisting in the Merchant Marines. While aboard ship, they have a brief run-in with Lt. Dungen, a secret German Nazi officer played by Vernon Dent, and then mistake a torpedo for a beached whale. Moe says they have to kill it, and it promptly explodes. After being lost at sea for several days, they come across the SS Schicklgruber and climb aboard. Now with fully grown beards, they encounter Lt. Dungen again, who does not recognize them. After realizing they are in with a nest of German sailors, they eventually overtake the crew and toss them overboard.

The Stooges must get their future father-in-law (John Tyrrell) out of jail. Apparently, the father is a prison warden who has been overthrown and put behind bars by the local mafia. The Stooges manage to sneak into the prison, find the father-in-law to be, and start snapping as many incriminating photos of the mafia's party as possible. As a result, the real crooks are served justice, and the Stooges marry their sweethearts.

The Stooges are janitors-turned-delegates after being recruited to support bad news political candidate Hammond Egger. Egger's corrupt campaign manager Bill Wick (Kenneth MacDonald) and his assistant Jim Digger (Ben Welden) are desperate after the original three delegates departed the campaign after realizing Egger was rotten. Upon finding the bumbling Stooges, who nearly destroy Digger's toupee after vacuuming it from his head, Wick is enthralled. He hired the Stooges outright, and lays out their responsibilities as delegates. They gladly accept and start caucusing.
