For any young married couple, moving into their new house is a very special feeling. The feeling gets more special if the young couple has eloped and married. Something similar happened with Shakuntala (Suchitra Sen) and her husband. The landlord (David) helps the couple move to the rented house. The young couple moves to this house which incidentally is the main protagonist of the film. While Shakuntala makes the house into a beautiful home, her husband gets busy with work. She meets the neighboring tea vendor (Mohan Choti) and meets the next door auntie whose favourite pastime is to gossip about developments in others' homes. The couple experiences the sound of violin in the night and ask the tea-stall-owner about it in the morning, who tells that it is being played by a mad man-Pagla Babu.Since, the couple had eloped Shakuntala wanted that her parents-in-law accept her as their daughter-in-law. The central character is the Post Master who is given a mysterious cheque for ₹500,000 to be given to anyone who will use it to benefit the people of the village. There is a postman who pretends to be lame and is secretly rich and may have sent the cheque. Then there is the postmaster's wife, who is sick and would rather use the money to cure her illness, and his beautiful daughter Seema (played by Sadhana), who has a crush on the village school master. Meanwhile all the greedy and influential people of the village are busy trying to convince everybody why they are most deserving of the money; they include the village priest, the land lord, the money lender, the village doctor and the school master, who is by far the most respected. They all decide democracy is the best means and decide to hold an election where the winner gets the money. Nandu lives in a small town with his widowed mother. He is friendly with a young girl, Kamli. Kamli's father falls ill and hence her family relocates to a bigger town, Ambala. Years later, Kamli's father passes away and they return. Nandu and Kamli fall in love and want to marry. When Nandu's mother goes to meet Kamli's uncle, she is humiliated because of their poverty. Nandu then decides to join the army, with the hope that her uncle will consider him suitable enough to get Kamli married to him. But when he returns, Kamli is set to marry someone else. He then goes back to the army to try to forget Kamli. He is surprised to find that his superior officer, Ram Singh, is Kamli's husband. Disappointed with his fate, he knows not what to do. The war starts and he is called for it. But before going on war, Kamli takes a promise from him to protect her husband, which he does. And when Ram Singh asks a dying Nandu why he risked his life to save him, his last words are, "Usne Kaha Tha" [she had commanded so], giving the raison d'etre of the name of the film.
