Synopsis

A few nights before July 4, three government/military brats (Danny, Adam, and Jason) are gathered in a Key West bedroom reading their favorite comic book Sgt. Slammer. A Soviet warship is anchored just off the coast, and despite the violent storm, gung-ho intelligence officer Sulock ignores the captain and drags radioman Mischa Pushkin and his comrade Boris into a raft to row ashore and accept a prototype surveillance device from an American traitor. The raft capsizes and Mischa washes ashore.

Mick O'Brien (Sean Penn) is a 16-year-old Irish-American hoodlum from Chicago. While most of Mick's crimes involve snatching purses, vandalism, and getting into brawls, he aspires for bigger and meaner things, which leads him to attempt ripping off a rival, Paco Moreno (Esai Morales). Everything goes wrong: Mick's partner and best friend Carl (Alan Ruck) is killed, and Mick, while trying to escape the police, accidentally runs over and kills an eight-year-old boy who happens to be Paco's brother. Mick is sent to the Rainford Juvenile Correctional Facility rather than a state prison for adults. Most of the wardens and counselors seem to have lowered themselves to the role of zookeepers. The only exception of Ramon Herrera (Reni Santoni), a former gang member who talks tough to the inmates, but holds out hope for some of them, especially Mick.

A voice over says, "No, that's not right." The scenario is repeated with adjustments until the voice is eventually satisfied. The screen fades to Cathy Palmer (JoBeth Williams) sitting at a typewriter, finishing up the story. She seals it in an envelope and sends it off. Later, her husband, Kevin (James Staley), comes home and she tells him about entering a contest to write a short story following the "Rebecca Ryan" series of novels. On October 31, 1978, picking up immediately after the events of the first film, Laurie Strode (Jamie Lee Curtis) is rushed to the hospital after being attacked by Michael Myers (Dick Warlock), who disappeared after being shot six times and falling from a second story balcony. Dr. Loomis (Donald Pleasence) attempts to track down Michael. After escaping, Michael steals a butcher knife from the house of an elderly couple and kills the next door neighbor, who came outside to investigate the neighbor's scream. He later learns of Laurie's location from a radio broadcast and makes his way to Haddonfield Memorial Hospital. Laurie begins having flashbacks of being adopted by the Strodes and visiting a boy in a mental institution. However, her sedation leaves her in a semi-conscious state most of the time. Paramedic Jimmy (Lance Guest) begins to develop romantic feelings for Laurie, despite the chagrin of the head nurse Mrs. Alves (Gloria Gifford), who is trying to get Laurie to rest comfortably. Dr. Loomis and Sheriff Brackett (Charles Cyphers) continue to search for Michael, only for an oncoming speeding police car to accidentally hit and kill Bennett Tramer (who was wearing a mask similar to Michael's) in the process.
