A ship carrying Dr. Bill Foster (John Ashley), Sheila Willard, her father and Carlos Lopez explodes and sinks after Don Ramon Lopez (the titular "beast") is found on board and goes on a rampage. Don Ramon washes up on Blood Island and heads to the jungle. Dr. Foster was the only other survivor, and after a few months, he heads back to the island on another ship. Blossom (Pam Grier), a buxom bad girl, is the rough-and-ready girlfriend of a radical guerrilla leader, Django (Sid Haig). She rather keeps her relationship a secret, but is also quick to start a fight without knowing it. However, when Django's mercenary friends itch for some female companionship, she softens and the two devise a plan to liberate the inmates of a local women's prison. A woman named Terry (Anitra Ford), a social climber, ends up in the prison herself because of Blossom and Django's earlier robbery. A man brings a woman named Syrene (Leigh Christian) to an island, and she pays him with some pearls. The inhabitants of the island appear to be inbred, with oversized eyes, and they kill an intruder that they find. Back on the mainland, a fisherman, Manuel the Barracuda (Vic Diaz), pays East Eddie (Sid Haig), who runs the piers, with some pearls. Eddie shows them to Logan (Ashley), a local hustler, and they decide to find the source of the pearls. Logan meets Vic Mathias (Patrick Wayne), who has a boat, and strikes a deal with him to use the boat to look for the pearls. Dr. Katherine Vernon (Lenore Stevens) overhears this and talks to Logan, who agrees to meet her the next day. At a museum, Dr. Vernon tells Logan she wants to find the pearls solely for their scientific value. The party sets off for the island, confronting Manuel the Barracuda and finding the location. The group encounters Syrene and her people, who can live both on land and in the sea, and she agrees to show the party where the pearls are, but Syrene and her father Nereus (George Nader), want to mate Syrene with one of the group, specifically, Vic. She leads them to beds of pearls and the first mate is mysteriously killed. Vic wants to leave, but Logan and Eddie want to make one more dive. Syrene enraptures Vic and they mate. Nereus decides that the group must die, and Vic, Logan, Eddie and the crew have to fight their way back to their boat. Katherine is jumped by Syrene, but Syrene is killed, thus ending any chance for the race of sea people to continue. They all march into the sea as Logan takes a blanket of pearls from Syrene's funeral pyre. Manuel arrives and tries to double-cross the surviving pearl hunters. A fight breaks out and the case of pearls falls overboard, with Logan trying to convince Eddie and Vic that they can find the pearls.

While diving, Matt Farrell (Ashley) is kidnapped by Neva Gordon (Pat Woodell) and Steinman (Jan Merlin) and taken to an island where Neva's father Dr. Gordon (Charles Macauly) is experimenting, trying to make a "Super Race" by combining humans and animals. His creations are Ayesa the panther-woman (Grier), Kuzma the antelope-man (Ken Metcalfe), Darmo the bat-man (Tony Gonsalvez), Primo the ape-man (Kim Ramos), Lupa the wolf-woman (Mona Morena) and Doro the boar-man (who is shot down by Steinman while trying to flee early in the film). Dr. Gordon wants Farrell to be one of his upcoming experiments but Neva begins to doubt her fathers' work after a botched experiment on another test subject, Juan Pereira (Eddie Garcia). She decides to help Farrell and the animal people escape. As Steinman and his men hunt them down, Ayesa turns completely savage and is killed. A fierce gun-battle begins, and Farrell kills Steinman. Most of the other animal people are also killed, except Darmo, who is now able to fly and returns to the compound to attack Steinman's men. Dr. Gordon tries to escape, but is confronted and killed by the tree-woman who used to be his wife. At the end, Farrell and Neva watch as Darmo flies off.
