In Notting Hill's jazz club, coffee bar and bedsit land of the early 1960s, Joe Beckett is a young unemployed misfit and drifter whose life takes a turn for the worse when he encounters Richard Dyce, an ex-army veteran. Dyce persuades Beckett it will be in his interests to bump off Dyce's wealthy aunt for her money. Beckett travels to the old lady's house on the South coast, and prepares to murder her, but loses his nerve and in a struggle, accidentally pushes her down a flight of stairs, killing her anyway. After a witness reports him, Beckett returns to his digs and finds the police waiting for him. Dyce denies all involvement and Beckett panics and turns himself in.

Paul Kersey (Charles Bronson) has come back to Brooklyn after being banned since the events of the first film to visit his Korean War buddy Charley, who is attacked by a gang in his apartment. The neighbors hear commotion and call the police. Paul arrives as Charley collapses dead in his arms. The police mistakenly arrest Paul for the murder. At the police station, Inspector Richard Shriker (Ed Lauter) recognizes Paul as "Mr. Vigilante". Shriker lays down the law before Paul is taken to a holding cell. In the same cell is Manny Fraker (Gavan O'Herlihy), leader of the gang who attacked and killed Charley. He and Paul fight. When he is released, Manny threatens Paul. Manny arrives on his “gang turf” and slashes fellow gang member Hector (David Crean), possibly for betrayal. The police receive daily reports about the increased rate of crime. Shriker offers a deal to Paul—to kill all the punks he wants, as long as he informs Shriker of any gang activity he hears about so the police can get a bust and make news.

Paul Kersey (Charles Bronson) seems to have picked up the pieces of his life and moved on, and is now dating L.A. radio reporter Geri Nichols (played by Bronson's real-life wife Jill Ireland). They go to pick up Kersey's daughter Carol (Robin Sherwood) from the hospital, where her doctor says that despite traumatic catatonia, Carol has begun to speak again. Alison Parker, a beautiful but severely neurotic fashion model (Raines) moves into a gorgeous Brooklyn brownstone house that has been divided into apartments. The house is inhabited on the top floor by Father Halliran (John Carradine), a reclusive blind priest who spends all of his time sitting at his open window. Arthur Bishop (Charles Bronson) is a "mechanic" — a top hit man (assassin). He works exclusively for a secret international organization, which has very strict rules. Recently orphaned, Flora and Miles are abandoned by their new guardian (Harry Andrews) and entrusted to the care of housekeeper Mrs. Grose (Thora Hird), governess Miss Jessel (Stephanie Beacham), and Peter Quint (Brando), the former valet and now gardener. Michael Tremayne is booted out of Sandhurst. He and his brother David want to do something “big”. They decide to do a crime as a “grand gesture”. The brothers take Inge, David's new inamorata on a tour of London, including the Tower of London. At a dinner party they learn that you cannot be charged with theft unless you intend to permanently deprive the owner of their property. David proposes stealing the crown jewels and sending letters out beforehand, showing they aren’t intending to permanently deprive. Michael is somewhat jealous of David, as David is considered the ‘good’ son and him the ‘bad’ son. They write and deliver the letters. They plant a bomb at the Albert Memorial and observe the police procedure. Next they put a bomb at the lion cage at the London zoo. Then they blow up a ladies lavatory. David gets a laser. They put a bomb at the stock exchange and David goes to the army base, and using a tape recorder records the procedures. Finally the day comes. Michael goes to the jewel room in the Tower and hides a bomb there. David and Michael go to the base and tie up the duty officer. They take the place of the bomb disposal expert and his assistant. They ride with the army to the Tower. The pair go into the bomb room and knock out the rather silly Colonel who went in with them and who commands the army base. David and Michael have had the alarms turned of, due to the danger of “vibration” and use the laser to cut into the cabinets and steal the Crown Jewels. The pair set off a small bomb and a smoke bomb. They two stagger out pretending to be hurt. The pair then escape from the ambulance taking them to hospital along with the jewels. The theft causes a huge stink and a worldwide search is undertaken for the robbers. David and Michael enjoy the media frenzy. One week after the robbery on June 23, 1967, the letters are opened and delivered to the police. When they go to get the jewels from their hiding place they are not there. The police arrive to arrest David. Michael says he doesn’t know anything about the robbery. Michael never delivered his letter. David is identified as the bomb expert, but the witnesses can’t identify Michael. The police investigate, but can’t break down Michael’s alibi of being at a party. Michael is released. David is indicted and bail is refused. The police set up a plan to make Michael think his alibi is breaking down, but Michael evades police surveillance. We then see him digging up the jewels from where he buried them at Stonehenge. Michael calls on a telephone he knows is tapped to say he’s returning the jewels at Trafalgar Square at 4 a. m. The police set up a cordon, but Michael uses their concentration on the square to put them in the scales of justice on top of the Old Bailey. We close with both brothers imprisoned in the Tower, plotting their escape.
