The story begins on "the strangest day" of Larry Burrows' (James Belushi) life (his 35th birthday) consisting of a series of comic and dramatic misadventures. Larry, who blames all of his life's problems on the fact that he struck out during a key moment of a high school baseball game on his 15th birthday, wishes he had done things differently. His wish is granted by a guardian angel-like figure named Mike (Michael Caine), and appears at various times as a bartender, a cab driver, and so on. The film is set on Interstate 5 in California on the day of July 4, 24 hours before the summer vacation will officially commence. From the beginning, California Highway Patrol sergeant Sam Marcum (Robert Conrad) announces in a voice-over that a 39 car smash-up will be the cause of 62 injured people and fourteen deaths. A selection of the people involved are followed up to 48 hours preceding the accident. Other than Sam, who is chasing the murderer of his colleague on the highway, the film focuses on the elderly couple Al and June Pearson (Buddy Ebsen and Harriet Nelson), who are setting out to a beach resort to forget the fact that June is suffering from a terminal disease. Bill Dancer and his young companion Curly Sue are the archetypal homeless folks with hearts of gold. Their scams are aimed not at turning a profit, but at getting enough to eat. After moving from Detroit to Chicago, the duo cons the rich divorce lawyer Grey Ellison into believing she backed her Mercedes into Bill, in hopes of a free meal. When Grey accidentally collides with Bill for real, she insists on putting the two up for the night, even over the objections of her snotty fiance Walker McCormick. After a confrontation with Bill exposing the truth of the con, Grey lets them stay for as long as they need when she understands the precarious position the homeless pair are in. One night, Bill tells Grey that he's not Sue's father, he met Sue's mother one night in Florida. After Sue's mother died, Bill raised her himself, growing to love her like his own, thus when they lost their home and money, Bill couldn't find it in his heart to give Sue up and put her into an orphanage, so he took Sue with him. Grey, thinking Bill has been neglecting and abusing Sue by using her in his cons and scams, suggests Sue stay with her when he leaves, but this only angers Bill, who says that after all the years he's looked after her, if he gave up Sue now, people would make fun of her for being on welfare. He tells her that he is not neglecting or abusing Sue; he cares about Sue and his cons are to provide for Sue. However when it becomes apparent that Sue is completely unable to read or write (despite spelling a difficult word earlier in the film), Grey begins to push even harder for Bill to leave Sue with her. Eventually Bill realizes that this is where she belongs - in a home, cared for by someone that can give her the advantages that his homeless, nomadic existence lacks. The film culminates with Sue and Grey returning to their apartment where they discover a tiny ring, which Sue takes as a sign that Bill has chosen to leave her behind with Grey. (Throughout the film it is implied that Bill had pawned a ring left to Sue by her mother, which he would return to her when it came time for the two to part forever.) However the ring is accompanied by a note that says that he is in another room. Vice police detectives Frank Divinci (James Belushi) and Jake Rodriguez (Tupac Shakur) gun down narcotics dealer Lionel Hudd (Kool Moe Dee), after the three engage illegally in drug trafficking; this is in order to recover the cocaine Hudd purchased from them. When Divinci and Rodriguez find out Hudd was actually a "deep cover" DEA agent—because Hudd's partner, Richard Simms (Gary Cole) drops by their precinct for help sniffing out the killers—they try to frame anyone else with the murder. It does not help that Rodriguez has outstanding gambling debts, and that a huge man known only as "Mr. Cutlass Supreme" (Tiny Lister) is on his case for it. After arresting numerous felons without success (because they cannot possibly link Hudd's murder to any of them), Divinci and Rodriguez arrest a homeless drunk by the name of Joe Doe (Dennis Quaid). While Joe is still intoxicated, the detectives convince him that he shot Hudd. They even make him sign a confession. Divinci and Rodriguez convince local stripper Cynthia Webb (Lela Rochon), also Divinci's mistress, who was the "bait" in their trap for Hudd, to "identify" Joe in a police line-up.
