Le commissaire de police Giorgio Solmi (Luc Merenda) enquête sur la mort suspecte de trois hauts-militaires. À cette macabre série vient s'ajouter l'assassinat d'un ingénieur réputé. Pour ce dernier crime, le coupable désigné est une jeune prostituée, mais Solmi ne croit pas en cette piste. Le juge d'instruction Michele Mannino (Mel Ferrer) est pressé par ses supérieurs et ordonne alors à Solmi de conclure rapidement l'enquête. Mais Solmi refuse et découvre avec son équipe les préparatifs d'un coup d'État. Il reçoit alors l'aide d'une amie journaliste, Maria (Delia Boccardo) et d'un agent des services secrets italiens, Mario Sperli (Tomás Milián).

Milan, dans les années 1970. Devant la lenteur et le laxisme de la loi face au crime, et en colère contre une institution poussiéreuse et corrompue, le commissaire Giorgio Caneparo, flic rebelle et coriace, use de la manière forte pour que justice soit faite, quitte à avoir des problèmes avec sa hiérarchie. Un jour, Caneparo est réprimandé à la suite d'une échauffourée lors d'un transport de prisonniers qui a causé la mort de deux détenus en fuite, tous les deux tués par ce dernier. Seul son supérieur immédiat continue à la défendre mais, peu de temps après, il est abattu en pleine rue par de mystérieux meurtriers. Après s'en être violemment pris à un représentant de la République, venu présenter ses hommages aux policiers milanais et réaffirmer leur devoir de justice et non de vengeance, Caneparo est immédiatement suspendu. Pour le venger, il décide de mener sa propre enquête incognito en s’infiltrant au cœur de la pègre locale qu'il pense être responsable de la mort de son ancien boss. Quand l'heure sera venue, il pourra ainsi faire justice à armes égales avec des tueurs sans limite dirigés par le terrible Padulo.

Rome, 1977. In a more and more confused climate, between popular discontent and difficulties of the government, a terrorist group is training his men in anticipation of a major military action: the elimination of the Minister of the Interior. At one point, the organization decides to abandon the plan, as it is believed that a massacre would not improve the condition of the poorer classes. But Mara, the daughter of a wealthy businessman, Ferruccio, a young professor, and Bruno, a drifter guy, do not want to withdraw. On their own initiative they will make the attempt, which will be end into a massacre. The minister dies, and with him many members of his entourage as well as the same Bruno. Mara and Ferruccio manage to escape through a Rome becoming lawless. Once in a den they eventually opt to shoot each other, while outside the tanks parading through the streets: the coup started.

Anjali (Soundarya) is a journalist who witnesses the murder of a senior journalist carrying crucial evidence about a mafia don. Harry (Sam Douglas), a British arms dealer, is seen in bed with a prostitute named Rena (Shivani Ghai). While toying with Harry's pistol, she unloads it but replaces the magazine. Harry's bodyguard Ewan (Sean Bean), is a British Secret Service Agent. Harry and Ewan travel to a bank, transporting a briefcase of Semtex. The men are followed by two terrorists, Ash (Abhin Galeya) and Ibrahim (Mens-Sana Tamakloe). Ibrahim approaches Harry and Ewan from the top of a staircase, shooting at them. After Ewan is shot by Ash twice, Harry tries to shoot Ash, only to discover there are no bullets in his gun. Ash then kills Harry and takes the briefcase of Semtex. However, Ewan manages to shoot Ash in the arm, but before he can apprehend him Ash returns fire and escapes with the briefcase.
