Le commissaire de police Giorgio Solmi (Luc Merenda) enquête sur la mort suspecte de trois hauts-militaires. À cette macabre série vient s'ajouter l'assassinat d'un ingénieur réputé. Pour ce dernier crime, le coupable désigné est une jeune prostituée, mais Solmi ne croit pas en cette piste. Le juge d'instruction Michele Mannino (Mel Ferrer) est pressé par ses supérieurs et ordonne alors à Solmi de conclure rapidement l'enquête. Mais Solmi refuse et découvre avec son équipe les préparatifs d'un coup d'État. Il reçoit alors l'aide d'une amie journaliste, Maria (Delia Boccardo) et d'un agent des services secrets italiens, Mario Sperli (Tomás Milián).

Milan, dans les années 1970. Devant la lenteur et le laxisme de la loi face au crime, et en colère contre une institution poussiéreuse et corrompue, le commissaire Giorgio Caneparo, flic rebelle et coriace, use de la manière forte pour que justice soit faite, quitte à avoir des problèmes avec sa hiérarchie. Après s'en être violemment pris à un représentant de la République, venu présenter ses hommages aux policiers milanais et réaffirmer leur devoir de justice et non de vengeance, Caneparo est immédiatement suspendu. Pour le venger, il décide de mener sa propre enquête incognito en s’infiltrant au cœur de la pègre locale qu'il pense être responsable de la mort de son ancien boss. Quand l'heure sera venue, il pourra ainsi faire justice à armes égales avec des tueurs sans limite dirigés par le terrible Padulo.

Rome, 1977. In a more and more confused climate, between popular discontent and difficulties of the government, a terrorist group is training his men in anticipation of a major military action: the elimination of the Minister of the Interior. At one point, the organization decides to abandon the plan, as it is believed that a massacre would not improve the condition of the poorer classes. But Mara, the daughter of a wealthy businessman, Ferruccio, a young professor, and Bruno, a drifter guy, do not want to withdraw. On their own initiative they will make the attempt, which will be end into a massacre. The minister dies, and with him many members of his entourage as well as the same Bruno. Mara and Ferruccio manage to escape through a Rome becoming lawless. Once in a den they eventually opt to shoot each other, while outside the tanks parading through the streets: the coup started.

Yoon Young-hwa (Ha Jung-woo) was once a top news anchor, but gets demoted due to an unsavory incident. Pulled from primetime TV news and recently divorced, he is now the jaded and bitter host of a current affairs radio program. One day during his morning show, Yoon receives a peculiar phone call threatening to blow up the Mapo Bridge, a major bridge that crosses the Han River and connects Mapo District and Yeouido, Seoul's main business and investment banking district; it is also just outside Yoon's studio building. The film begins with a small IRA team, including Martin Fallon (Mickey Rourke) and Liam Docherty (Liam Neeson), watching as two British Army Land Rovers approach the roadside bomb they have set for them. At the last minute, a school bus overtakes the army vehicles and detonates the bomb as it passes, killing the children. After most of the team escape the scene pursued by the soldiers, Fallon travels to London in a bid to escape the past. In London, he is approached by a contact who asks him to take on one last job on behalf of local gangster Jack Meehan (Alan Bates) and his brother Billy Meehan (Christopher Fulford). They offer Fallon money, a passport and passage to the US if he kills a rival gangster. Initially reluctant, he nonetheless takes on the job. However, as he is carrying out the hit in a graveyard, he is seen and confronted by the local Catholic priest, Father Michael Da Costa (Bob Hoskins). The confrontation is watched from a distance by Billy Meehan, who tells his brother there is a witness to the killing.

In 1972, eight-year-old Francis "Frankie" McGuire sees his father gunned down due to his Irish republican sympathies. In September 1992, the grown-up Frankie (Brad Pitt) and three other I.R.A. gunmen are involved in a shootout in Belfast when Special Air Service commandos attempt to capture him. 18 British military personnel are killed or wounded. One gunman is killed and another, Desmond, is wounded as Frankie and the last gunman, Sean Phelan (Paul Ronan), escape. An SAS agent asks the wounded man where Frankie is. Desmond is fatally shot by the agent after he says "up your arse". Hiding in the countryside, Frankie and his friend Martin MacDuf (David O'Hara) see a British Army helicopter circling overhead and decide they need Stinger missiles.
