Synopsis
Emma Bates is an old spinster living with her equally unmarried sisters. One day she decides to go to New York City to see a fight where a young man Mickey O'Banion is one of the boxers. The time is the 1890s. Captain Sam (Henry Travers), owner of the showboat River Queen, travels along the Mississippi River bringing honest entertainment to each town. Sach Jones (Huntz Hall) and Slip Mahoney (Leo Gorcey) are copy boys for the New York Daily Chronicle newspaper and they hear their friend Gabe, a local police officer, has been shot in the line of duty, while trying to stop a robbery. Both boys are members of the Bowery Boys gang, and they decide to find the person who killed their friend. They soon find a lead, since another police man has been shot by the same killer, who turns out to be a mob gangster and member of the Loop Gang from Chicago. The boys then decide to go undercover to try to infiltrate the mob and expose them. They get a green light from their editor, Joe Cobb, to go and investigate the story further. They encounter two members of the Loop Gang and befriend them, with the result that they get to meet their boss, Angles Carson (Mickey Knox). Angles likes the boys and soon they are involved with the gang's next hit - a new robbery. Before long, they get to meet Angles' boss, Carver (Edward Ryan), who takes a liking to them because he thinks they are tough gangsters that he can use in his operation. He lets the boys in on a plan to rob the Gotham Steel Works the next day, and Slip sends this information to the police. An ambush is set, to stop the robbery and catch the gangsters, but someone on the inside slips the information about the ambush to Carver. Carver changes his plans and instead tries to rob the Beacon Machine Works. Slip has no possibility to warn the police, but when Carver is trying to crack open the safe at Beacon Machine Works the next evening, Slip gets a chance to call his editor, who passes the information forward. Unfortunately, another employee at the Chronicle, a cartoonist named Lowell, informs Carver that the police is coming. There is a showdown between Slip and Sach and the Loop Gang members, and Slip and Sach are beat up badly. They are taken to the hospital, and once there, Sach calls for a nurse to take care of him, but when a male nurse arrives he sends him to over to Slip and gets up to leave.

Phyllis Allenby is a young and beautiful woman who is soon to be married to lawyer and boyfriend Barry Lanfield. Phyllis is living at the Allenby Mansion without the protection of a male, along with her aunt Martha and her cousin Carol and the servant Hannah. As the wedding date approaches, London is shocked by a series of murders at the local park, where the victims are discovered with throats ripped out. Many of the detectives at Scotland Yard begin murmuring about werewolves, while Inspector Pierce believes the opposite and suspects strange activity at the Allenby Mansion (which is near the park), where the "Wolf-Woman" is seen prowling at night and heading for the park. Phyllis becomes extremely terrified and anxious, since she is convinced that she is the "Wolf-Woman", deeply believing in the legend of the so-called "Curse of the Allenbys". Aunt Martha tries to convince Phyllis how ridiculous the legend sounds, while she (Aunt Martha) and Carol are suspicious in their own ways. Phyllis each day denies Barry visiting her, and when a suspicious detective is murdered soon after he visits the mansion in the same way the other victims perished, Barry begins believing that something else is going on beside the so-called "Werewolf murders" and makes his own investigations both of the park and the mansion.

The Bowery Boys' landlady Mrs. Kelly is in need of some money. Through some accident with electricity, Sach gains the ability to predict numbers. A spoiled child television star steals Sach and Duke's car. After retrieving the vehicle, the duo "teach the kid a lesson". Television executives, who are disgruntled by the child, are impressed by the duo who are then hired to watch after the boy. The child's uncle/manager is not happy with Sach and Duke's influence over the child so he gets the two fired and then kidnaps the boy for ransom, to cover up his stealing the boys earnings. Freckles Winslow (Johnny Downs) is on his way home from college. On the bus he encounters a crook, "Muggsy" Dolan who calls himself Jack Leach (Walter Sande). Jack is on the run from the law, and is looking for a safe place to hide. The two men come to talking and Freckles mentions his serene home town to Jack, having only good things to say about it. Jack decides to tag along and take his refuge in Freckles home town. With Freckles help he gets to stay at the local hotel, owned by Danny Doyle (Marvin Stephens), who is Freckles’ friend. Danny is about to rerun the road through town, so that it runs over a number of worthless lots of land he has bought. Danny bought the real estate because he thought he could find gold on them, using a new expensive device he has bought. Danny needs Freckles to help him get a favorable decision by Freckles’ father (Irving Mitchell), who is one of the two road commissioners.
