John Brown is a humble, but clumsy security guard working at the Bradford robotics laboratory in Riverton, Ohio, run by Artemus Bradford and his daughter Brenda, whom Brown has a crush on. Brown wishes to become a police officer, with support from his niece Penny. Brenda and Artemus create a lifelike robotic foot as part of the Gadget Program, to create cybernetically augmented police officers. The film opens with a slight introduction from the main hero of the film, Underdog who introduces the audience to himself, his arch-nemesis Simon Barsinister, and Barsinister's henchman Cad. The film then enters into Capital City Town Hall, where a beagle on the police bomb squad sets off a false alarm after smelling a large ham (in some boxes near where the mayor was giving a speech). After being shunned by his fellow police canines, the beagle leaves in shame and is abducted off the street by Cad, who takes him to Simon's lab. Simon is bitter against the mayor, who has turned down his proposal for a type of genetic experimenting for the city, and plans to prove him wrong by testing his new serum on the beagle. However, Underdog escapes and runs amok in the lab, causing a fire and accidentally becoming exposed to a variety of DNA concoctions and chemicals that Simon developed, which modifies his DNA and gives him the strength to break through the metal door to the lab. A year after the first film, Dr. Claw (Tony Martin), escapes from Riverton Prison. Chief Quimby (Mark Mitchell), Mayor Wilson (Sigrid Thornton) and Baxter (Bruce Spence) unveil the new female Gadget Model #2 (G2 for short) (Elaine Hendrix), to replace the now glitchy Inspector Gadget (French Stewart). Gadget soon falls for G2, but she turns down his offer to team up, saying she works alone. Also, Gadget angers Quimby after arresting his mother for going .3 mph over the speed limit and for driving without a license. Meanwhile, Dr. Claw plans to steal 5 trillion dollars worth of gold from the Riverton Federal Reserve. Gadget's niece, Penny (Caitlin Wachs) shows him that Claw placed a job ad in the paper for minions. Gadget goes undercover, but ends up causing a bar brawl, which G2 later breaks up. Penny sneaks along with Brain (Gadget's dog), and finds out Claw is planning a heist; she tells Gadget and G2. Despite Quimby warning to stay away or he will be fired, Gadget goes to the stakeout and ends up sabotaging it while trying to help, allowing Claw's minions to escape with ion fuel cells. Quimby makes Gadget spend the next three days as a bathroom janitor instead of firing him as promised., 1h46

Twenty-seven-year-old Howard the Duck (Chip Zien) lives on Duckworld, a planet similar to Earth but inhabited by anthropomorphic ducks and orbited by twin moons. As he is reading the latest issue of Playduck magazine, his armchair begins to quake violently and propels him out of his apartment building and into outer space; Howard eventually lands on Earth, in Cleveland, Ohio.
