Halfway through the (Fictionalized) 2001 Champ Car season, rookie driver Jimmy Bly has already won 5 races. Bobby "Gator" McKlusky (Burt Reynolds) is serving time in an Arkansas prison for running moonshine when he learns his younger brother Donny was murdered and that Sheriff J.C Conners (Ned Beatty) was the one behind it. Pat Morrison (Reynolds) runs a shady salvage operation in Manila. His latest scheme involves finding $3 million worth of gold bars hidden by the military during World War II.
