The film is directed by Jennifer Lynch and stars Julia Ormond, Bill Pullman, Michael Ironside, and French Stewart. The film premiered "out of competition" and appeared in a midnight slot at the 2008 Cannes Film Festival. Surveillance is Lynch's second feature film, following a fifteen-year break after Boxing Helena.
Synopsis
A series of violent deaths and the disappearance of a young woman bring FBI agents Hallaway (Bill Pullman) and Anderson (Julia Ormond) to a town in rural Nebraska. They meet the three survivors of a mysterious bloodbath; the young Stephanie (Ryan Simpkins), the cocaine-addicted Bobbi (Pell James), and the foul-mouthed police officer Bennett (Kent Harper). Hallaway watches the trio's respective interviews with Captain Billings (Michael Ironside) and officers Wright (Charlie Newmark) and Degrasso (Gill Gayle), where they tell the story of what brought them there:Actors

Nine-year-old Tim and his mother Sarah are brought to the cinema by his father Brad (Jake Weber) who urges them to take a taxi instead of a bus when going home. After the show, Sarah wants to call a taxi but one is already arriving. They enter it but instead of bringing them home the driver, Bob (Vincent D'Onofrio), abducts them into his home. There he kills Sarah and makes Tim his slave for his housework, threatening him with violence if he does not obey, giving him the new name "Rabbit". Tim tries to escape later, Bob even encourages him to run away, but then Tim is afraid to do this when he notices that nobody can hear him far away from the city. Bob continues to be a serial killer abducting young girls, raping and killing them at his home.

Megan Paige (Eliza Dushku) is an investigator for the Rochester Police Department investigating the murder of a young girl named Carla Castillo. Her body was found in the nearby village of Churchville, New York with white cat hair on it. Against opposition of her colleagues and boyfriend Kenneth Shine (Cary Elwes), Megan insists that the murder is a work of a serial killer. Despite Megan’s considerable efforts she fails to catch the killer. Stress and obsession of the investigation causes Megan to hallucinate the victim's image. Pleasure Island is a resort off the coast of Costa Rica, owned by famous musician Coconut Pete. Staff members Rolo, Stacy, and Kelly sneak into the jungle to have sex. They are ambushed by a masked figure, who stabs Rolo to death. The killer chases the girls through the jungle. The killer pushes Kelly off a cliff and decapitates Stacy before she can reach help. The resort staff remain unaware of the killings until Carlos' body is found behind the kitchen. Dave relates a story about a former employee who lost his mind and murdered his fellow staff members; though Pete insists it's a story made up to scare guests around the campfire, the mounting death toll suggests otherwise. Putman alerts the others when he finds Cliff murdered in a hedge maze. A message left by the killer suggests that he is targeting only the staff. All communication devices and transportation have been stolen or destroyed. Hank, a former FBI agent, convinces the staff to continue with their jobs and allow him to catch the killer. Yu remains intent on warning the guests, despite warnings not to do so from the killer. When she lures the guests to the beach to make the announcement, she is attacked by the killer. Hank intervenes, but the killer slashes his throat and turns on Yu. Their bodies are found the next day.

The film opens in New York City, where Bridget works as a telemarketing manager and her husband Clay is training to be a doctor. He is heavily in debt to a loan shark so he arranges to sell stolen pharmaceutical cocaine to two drug dealers. The transaction becomes tense when the buyers pull a gun, but rather to Clay's surprise, they eventually pay him $700,000. Clay is left shaken, and on his return home he slaps Bridget after she insults him. She then steals the cash from him and flees their apartment while he is in the shower.
