Kate Abbott is an employee for the American Embassy in London, who began working in the government after most of her friends were killed in 9/11. While she is implementing new, more stringent visa applications for potential terrorist suspects, most of her team are killed while attending a restaurant for the birthday of their superior, Bill Talbot, with Kate only surviving because she left the restaurant to get a last-minute present for Bill. An investigation into the attack reveals that the bomb has traces of chromium, leading one of Kate's fellow employees, Sam Parker, to deduce that the perpetrator was the Watchmaker, one of the world's most wanted killers, known for his precision work, who detonated a bomb with similar traces in Paris some time earlier. Kate's subsequent attempts to find out the cause of the explosion reveal that Bill was being blackmailed to let certain visa applicants through after terrorists abducted his son, and the man behind the attack was indeed the Watchmaker. Her efforts uncover a plan to detonate another bomb at Times Square in New York City during the New Year's Eve celebrations. As she carries out her own investigation, she is attacked by Bill and later classified as a suspect for the attacks, forcing her to sneak back into the embassy to create false passports for herself to follow the Watchmaker to New York, with support from Sam Parker, her superior at the embassy and one of two who believes in her innocence. The film begins with a small IRA team, including Martin Fallon (Mickey Rourke) and Liam Docherty (Liam Neeson), watching as two British Army Land Rovers approach the roadside bomb they have set for them. At the last minute, a school bus overtakes the army vehicles and detonates the bomb as it passes, killing the children. After most of the team escape the scene pursued by the soldiers, Fallon travels to London in a bid to escape the past. In London, he is approached by a contact who asks him to take on one last job on behalf of local gangster Jack Meehan (Alan Bates) and his brother Billy Meehan (Christopher Fulford). They offer Fallon money, a passport and passage to the US if he kills a rival gangster. Initially reluctant, he nonetheless takes on the job. However, as he is carrying out the hit in a graveyard, he is seen and confronted by the local Catholic priest, Father Michael Da Costa (Bob Hoskins). Veteran CIA officer Peter Devereaux (Pierce Brosnan) supervises a young operative David Mason (Luke Bracey), and chides him for becoming intimate with a local woman. Relationships can be used against an agent, he says laying out a scenario forcing an agent to choose between the job and someone they love. Subsequently, in a mission to protect a US Ambassador in Montenegro. Devereaux, wearing Kevlar, impersonates the ambassador in a public square, drawing the fire of an assassin. Mason disobeys Devereaux's orders not to fire as the crowd is too close, and in shooting the assassin, Mason accidentally kills a child.

While discussing a new book idea, a modern-day evangelical Pastor, Dan Day (Brosnan), accidentally shoots atheist Dr. Paul Blaylock (Harris) in the head. Pastor Day tries to make it look like a suicide, fearing the damage to his reputation if word were to get out. However, reborn church-goer and ex-deadhead Carl (Kinnear) witnesses the act. Carl has to endure attacks by fellow church-goers at Day's request (although under false pretense), his own family's skepticism about his story, and a Mexican crime lord who kidnaps him looking to blackmail both Carl and Pastor Day with footage of the accident.
