James and Hilda Bloggs are a retired couple living in a tidy isolated cottage in rural Sussex in southeast England. James frequently travels to London to read the newspapers and keep abreast of the deteriorating international situation; while frequently misunderstanding some specifics, he is fully aware of the growing risk of a nuclear war with the Soviet Union. James is horrified at a radio news report stating that a war may be only three days away, and sets about preparing for the worst as instructed by his government-issued Protect and Survive pamphlets. As Hilda continues her daily routine, and their son Ron dismisses such preparations as pointless (referencing the song "We'll All Go Together When We Go" by Tom Lehrer), James builds a lean-to shelter inside their home (which he consistently calls the "inner core or refuge" per the pamphets) and prepares a stock of supplies. He also follows through seemingly strange instructions such as painting his windows with white paint and readying sacks to lie down in when a nuclear strike hits. Set in a post-nuclear war of the year 2024, the main character, Vic (Don Johnson), is an 18-year-old boy, born in and scavenging throughout the wasteland of the former southwestern United States. Vic is most concerned with food and sex; having lost both of his parents, he has no formal education and does not understand ethics or morality. He is accompanied by a well-read, misanthropic, telepathic dog named Blood, who helps him locate women, in return for food. Blood cannot forage for himself, due to the same genetic engineering that granted him telepathy. The two steal for a living, evading bands of marauders, berserk androids, and mutants. Blood and Vic have an occasionally antagonistic relationship (Blood frequently annoys Vic by calling him "Albert" for reasons never made clear), though they realize they need each other. The film begins with high-level military leaders from both North and South Korea discussing the surrender of a North Korean 50 Mt nuclear warhead (Hangul: 비격진천뢰; RR: Bi-geok-jin-cheon-ryoe) in a secret underground development bunker near the DMZ. The warhead was secretly jointly-designed, but international pressure has forced North and South Korea to hand over the device and close the facility. North Korean officer Major Kang Min-gil (Kim Seung-woo), displeased with the conciliation of the Koreas, rebels and steals the warhead with the help of several of his loyal soldiers, even killing some North Korean guards in the process. Due to the top-secret nature of the meeting, the leaders of both sides cannot request reinforcements to apprehend the officer, and instead dispatch a South Korean special forces platoon under the leadership of Major Park Jung-woo (Hwang Jung-min), who was present at the meeting.
