Bob Calder (William Hopper), has been located off the coast of Italy. As McIntosh flies to Italy, Pepe (Bart Braverman), a little boy who lives in the fishing village of Gerra, finds a metal capsule that has washed up on the beach. Upon opening the capsule, he finds a jelly-like glob inside and sells it to Dr. Leonardo (Frank Puglia), a visiting zoologist who is studying sea creatures. In 1964, the United Nations (UN) has launched a rocket flight to the Moon. A multi-national group of astronauts in the UN spacecraft land on the Moon, believing themselves to be the first lunar explorers. They discover a British Union Jack on the surface and a note naming Katherine Callender, claiming the Moon for Queen Victoria. Attempting to trace Callender, UN authorities find she has died, but find her husband Arnold Bedford now an old man in an old people's home. The nursing home staff do not let him watch television reports of the expedition because, according to the matron, it "excites him", dismissing his claims to have been on the Moon as insane delusion. The UN representatives question him about the Moon and he tells them his story. The rest of the film, as a flashback, shows what Bedford and Professor Cavor did in the 1890s.

A man with Neanderthal features and wearing pajamas stumbles through the Arizona desert, falls and dies. Dr. Matt Hastings (John Agar), a bright, handsome and sympathetic doctor from the small town of Desert Rock, is called to view the body. Surprised to learn the deceased was someone he knew – biological research scientist Eric Jacobs – Dr. Hastings suggests he be given permission to perform an autopsy to learn why the man's face is distorted beyond recognition. The sheriff refuses, judging an autopsy unnecessary as Jacobs' associate, Dr. Gerald Deemer (Leo G. Carroll), signed the death certificate and there is no indication of foul play.

During the SETI program, Earth's scientists send out transmissions (shown to be the Arecibo message) with information about Earth and its inhabitants, DNA structure, etc., in hopes of finding life beyond Earth. They then receive transmissions from an alien source on how to create endless fuel effortlessly. Therefore, the scientists assume that this is a friendly alien species. From a second alien transmission, the scientists receive information about an alien DNA along with instructions on how to splice it with human DNA. A government team led by Xavier Fitch (Ben Kingsley) goes forward with the genetic experiment attempting to induce a female, because a female would have "more docile and controllable" traits. One of the hundred experimental ova produces a girl named Sil, who looks like a normal human but develops into a 12-year-old in 3 months.

From his bedroom window, he sees a large flying saucer descend and disappear into the sandpit area behind his home. After rushing to tell his parents, his scientist father (Leif Erickson) goes to investigate David's claim. Through his telescope, David sees child neighbor Kathy Wilson walking in the sandpit, when she suddenly disappears underground. David flees to the police station for help, and he is eventually placed under the protection of health-department physician Dr. Pat Blake (Helena Carter), who slowly begins to believe his crazy story.
