The Cartel is a 2009 American documentary film by New Jersey-based television producer, reporter and news anchor Bob Bowdon, that covers the failures of public education in the United States by focusing on New Jersey, which has the highest level of per-student education spending in the U.S. According to The Internet Movie Database (IMDb), the film asks: "How has the richest and most innovative society on earth suddenly lost the ability to teach its children at a level that other modern countries consider 'basic'?" The film regards teachers' unions as the cause of the problems (they are "the cartel" of the title), due to, among other things, the obstacles they put in place to firing bad teachers, through tenure. It also makes the case for school vouchers and charter schools, suggesting that the increased competition will revitalize the school system, leading to improved efficiency and performance in all schools, both district and charter.

The film debuted at the Hoboken International Film Festival on May 30, 2009 and was awarded "Best of the Festival (Audience Award)". It opened in New York City and Los Angeles on April 16, 2010, Houston on April 23 and in Denver, Minneapolis, Boston, Washington D.C., St. Louis, San Francisco, Philadelphia and Chicago on April 30.

The Cartel is Bowdon's first film; he left Bloomberg Television to focus on the project, and spent two years on it. The film's post production was aided by the Moving Picture Institute.

The film opens with the a title card and the sound of Carlos Santana's guitar solo from the song "Black Magic Woman". Paul Green, the primary subject of the film introduces the evening's concert. The camera pans to reveals that the guitarist is twelve-year-old C.J. Tywoniak. The School is then introduced, with Green re-enacting a scene from the film The Silence of the Lambs as Jame Gumb for a group of students. This is followed by the first of a number of interview segments with Green throughout the film. He explains why he started a performance-based program. 9 year old twin boys Asa and Tucker Collins are interviewed, followed by an interview with Tywoniak and his parents about his future in music, teenage girl Madi Diaz-Svalgard, a Quaker singer/songwriter who frequently clashes with Green and finally Will O'Conner a less-successful student who credits the School with saving his life. These students are followed closely through the rest of the film.

Peter Gwazdauskas, a special needs boy with Downs Syndrome, is going to a traditional school with regularly developing students. Originally, he was in a special needs school with autistic/special needs students. Peter was enrolled in a traditional school because federal law states that special needs students should be educated with regularly developing students in traditional schools. Peter's first half of the school year was not going well because he was doing behaviors such as making loud noises, rolling around on the floor, and being injurious towards other students in class. But when it was the middle of the year in January, things started to improve much better for Peter and he did just fine towards the end of the school year. Because of his improvements throughout the year, Peter received an award for being an exceptional student on the last day of school along with his other classmates.

The film highlights the opposition from the teachers' unions to charter schools (as they are usually not unionized), and the contest between charter and public schools for building space.
