The film opens with newsreel footage, including the farewell address in 1961 of outgoing President Dwight D. Eisenhower, warning about the build-up of the "military-industrial complex". This is followed by a summary of John F. Kennedy's years as president, emphasizing the events that, in Stone's thesis, would lead to his assassination. This builds to a reconstruction of the assassination on November 22, 1963. New Orleans District Attorney Jim Garrison subsequently learns about potential links to the assassination in New Orleans. Garrison and his team investigate several possible conspirators, including private pilot David Ferrie, but are forced to let them go after their investigation is publicly rebuked by the federal government. Kennedy's suspected assassin Lee Harvey Oswald is killed by Jack Ruby, and Garrison closes the investigation., 2h4

The time is the early-to-mid-1960s, the height of the Cold War between the United States and the Soviet Union. An unknown aircraft approaches North America from Europe. American bombers of the Strategic Air Command (SAC) are scrambled to their fail safe points near Russia. The bombers have orders not to proceed past their fail safe points without receiving a special attack code. The original "threat" is proven to be innocuous and recall orders are issued. However, due to a technical failure, the attack code is transmitted to Group Six, which consists of six Vindicator supersonic bombers and four escort fighters. Colonel Grady, the head of the group, tries to contact Omaha to verify the fail-safe order (called Positive Check), but due to Soviet radar jamming, Grady cannot hear Omaha. Concluding that the attack order and the radar jamming could only mean nuclear war, Grady commands Group Six towards Moscow, their intended destination., 1h58

A recently widowed single father, Jim Grant (Robert Redford), is a former Weather Underground militant wanted for a 1980 Michigan bank robbery and the murder of the bank's security guard. He has been hiding from the FBI for over thirty years, establishing an identity as a defense attorney near Albany, New York. When Sharon Solarz (Susan Sarandon), another former Weather Underground member, is arrested on October 3, 2011, an ambitious young reporter, Ben Shepard (Shia LaBeouf), smells an opportunity to make a name for himself with a national story. His prickly editor, Ray Fuller (Stanley Tucci), assigns him to follow up. Ben's ex-girlfriend, Diana (Anna Kendrick), is an FBI agent, and he presses her for information about the case. She tells him to look up a Billy Cusimano (Stephen Root). The film is non-linear, framed by scenes of Nixon listening to his secret recordings towards the end of his presidency as the Watergate crisis intensifies. As such, it covers all aspects of Nixon's life as a composite of actual events, usually in the form of memories triggered by the recordings or newsreel-style summaries. It depicts his childhood in Whittier, California as well as his growth as a young man, football fan and player, and suitor to his eventual wife, Pat Ryan. It explores most of the important events of his presidency, including his downfall due to abuse of executive power in the White House.
