Officer Dave Brown (Harrelson) has two ex-wives who are sisters (Anne Heche and Cynthia Nixon), and he cheated on both. Brown has a daughter from each marriage which creates conflict at home. Dave also has contentious relationships with his children. However, the film starts with his other home, which is the beat. Dave patrols streets occupied by gangs, and he creates problems for himself with increasing severity. Dave forcibly obtains a confession out of a convenience store thief. Later he is caught on tape beating someone almost to death. The beating is still playing on television when he's involved in a suspicious shooting. These incidents get Dave in trouble with an already beleaguered police department, and he faces either sanctions or forced retirement. Dave tries to talk his way out of trouble with an assistant district attorney (Sigourney Weaver). Dave realizes that his superiors are less concerned about what he has done but more concerned about the predicament he has created by getting caught.

Serge Pilardosse (Depardieu), retires from the job he has held for many years, as a slaughterhouse worker in Lyon. Patrolmen Dennis Peck and Van Stretch arrest a drug pusher and his girlfriend. The girlfriend resists and Stretch viciously assaults both of them. Jesse Lujack (Richard Gere) is a cocky, nihilistic drifter in Las Vegas, obsessed with Marvel Silver Surfer comic books, the rock and roll music of Jerry Lee Lewis and Monica Poiccard (Valérie Kaprisky), a UCLA architecture undergraduate whom he knows only from a weekend fling in Vegas. As the film opens late at night, he steals a Porsche, intending to drive to Los Angeles. As he speeds down the highway and looks through the owner's possessions, he discovers a handgun in the vehicle's glovebox. Seeing his reckless driving, a policeman gives chase and Jesse is forced off the road and becomes stuck. When the policeman orders him to step away from the car, Lujack impulsively grabs the gun and (apparently accidentally) shoots the officer. Fleeing to Los Angeles, Lujack finds his picture splashed all over the newspaper and TV news as the "cop killer.
