Best friends Chon (Taylor Kitsch) and Ben (Aaron Taylor-Johnson) are marijuana growers living in Laguna Beach, California. Governor Jaisingh Sinha (Raj Babbar) is a popular and prominent political figure of the state, besides being well known as an upright person. One day, Gov. Sinha presides over a meeting on the issue of "Open Door Policy", a scheme which will pave the way for foreign companies to operate in India, by implementing usage of computer, industrial machinery etc. The meeting is attended by influential industrialist Meghnad Chaudhry (Dalip Tahil), Union leader Vilas Rao (Sharat Saxena) and minister Mantriji (Prem Chopra), among others. While Chaudhry is in favour of the policy because it would generate foreign investment in India, Vilas Rao strongly opposes the policy which would bring with it the unemployment of a large number of workers because of the utilization of computers and industrial machinery. The difference of opinion of Chaudhry and Vilas Rao leads to a heated argument between the two for which Gov. Sinha terminates the meeting without arriving at any decision on the policy.

Telly Paretta (Julianne Moore) believes that her son, Sam (Christopher Kovaleski), died fourteen months ago in a plane crash, but her husband Jim (Anthony Edwards) tells her that she's delusional and that they have never had a son, and Eliot (Jessica Hecht) doesn't appear to believe in Sam's existence despite her closeness to him. Dr. Munce (Gary Sinise) tells her that Sam was merely a figment of her imagination and is just imagining a life that might have been. He recommends that she be sent to a hospital, but she runs away and meets with a man named Ash (Dominic West) who she thinks is the father of a girl (Kathryn Faughnan) who was friends with her son and died in the same crash. During a lunchtime tryst in Phoenix, Arizona, a real estate secretary named Marion Crane discusses with her boyfriend, Sam Loomis, how they cannot afford to get married because of Sam's debts. After lunch, Marion returns to work, where a client drops off a $40,000 cash payment on a property. Her boss asks her to deposit the money in the bank, and she asks if she can take the rest of the afternoon off. Returning home, she begins to pack for an unplanned trip, deciding to steal the money and give it to Sam in Fairvale, California. She is seen by her boss on her way out of town, which makes her nervous. During the trip, she pulls over on the side of the road and falls asleep, only to be awakened by a state patrol officer. He is suspicious about her nervous behavior but allows her to drive on. Shaken by the encounter, Marion stops at an automobile dealership and trades in her Ford Mainline, with its Arizona license plates, for a Ford Custom 300 that has California tags. Her transaction is all for naught - the highway patrolman sees her at the car dealership and witnesses her purchase of the newer car.

Harry Angel (Rourke), is a downtrodden New York City private detective contracted by Louis Cyphre (Robert De Niro) to track down John Liebling, known as Johnny Favorite, who suffered severe neurological trauma resulting from injuries he received in World War II. Adam, a young photographer, awakens in a filthy bathtub. He gets out and finds himself chained to by one foot to a pipe in a large dilapidated bathroom. Lawrence Gordon, an oncologist, is chained by one foot to a pipe across the room and between them lies a corpse, holding a revolver and a microcassette recorder. Adam manages to retrieve the recorder and they learn from tapes in their pockets what they must do: Adam must escape the bathroom, and Lawrence must kill Adam before six o'clock, or his wife and daughter will die and he will be left to die as well. Using a clue from the tape, Adam finds a bag in the toilet tank containing two hacksaws, though neither is able to cut through their chains. Adam's saw breaks and he throws it at a mirror in frustration. Lawrence realizes the saws are meant to be used on their feet and identifies their captor as the Jigsaw Killer, whom Lawrence knows of because he was once a suspect.

In the 1930s West Virginia, along the Ohio River, Reverend Harry Powell, a serial killer, flees the scene of his latest victim. Powell is a self-anointed preacher with a penchant for switchblade knives; a misogynist who is both attracted to and repulsed by women. He travels rural roads, preaching in small towns, and seems to believe he is doing God's work. The letters "L-O-V-E" are tattooed on one hand and the letters "H-A-T-E" on the other, which Powell uses as symbols in impromptu sermons. In one small town, police arrest Powell for driving a stolen car and sentence him to jail, unaware that he is a murderer.
