As the news of the October Revolution sweep through the world, the German High Seas Fleet's command, wary of a mutiny, decides to send all its ships to a suicide mission in the English Channel. Sailors Albin Köbis and Max Reichpietsch are sentenced to death for political activity. When the socialist sailor Steigert, a member of the firing detail, cannot bring himself to shoot them, he is arrested. On the cruiser Prince Heinrich, Steigert's friends Lenz, Lobke, Kasten and Bartuschek receive Vladimir Lenin's transmit to all of mankind calling for peace. Slowly, the sailors in Kiel — all members of different socialist parties: the Social Democrats, the Independent Socialists and the Spartakists — begin to realize the need for a revolution. The workers and the shipmates rebel against the officers, but the political gaps between them lead the uprising to a failure. In the end, many of the rebel sailors attend the foundation conference of the new Communist Party of Germany.

Former East German engineer Erich Becker had been lured to West Germany by promises of a high reward. Now residing in Stockholm, he is recalled to serve as a spy in the East. He is to convince Dr. Jadenburg to flee from the GDR with the help of his daughter Hanna, who works for the West. While travelling on the train with Hanna, he is told that he is also to murder another agent who betrayed and now works for the Stasi. The traitor is revealed to be a former friend of Becker, Harry Korb. Becker cannot bring himself to kill Korb when they meet. Korb tells him that it was all a test to prove if he is reliable; since Becker failed, Korb murders him. The Stasi agents capture Korb soon after.

Professor Mamlock, a respected Jewish surgeon, is certain that the Weimar Republic would survive the political crisis of the early 1930s. He disapproves of his son, Rolf, a communist activist who openly opposes the Nazis. When Hitler rises to power, Mamlock loses his work and his dignity. Realizing the mistake he made by being politically apathetic, Mamlock commits suicide. The film ends with his dead face blending away from the screen, on which appears the inscription: "there is no greater crime than not wanting to fight when fight one must."

Henri Kremer, a Catholic priest from Luxemburg, is imprisoned in Dachau. Bundeswehr soldier Klaus' regiment is stationed in France, to take part in NATO maneuvers. The soldiers are ordered to be kind to the populace, since the West German High Command wishes the French to forget the atrocities that were committed during the Second World War. Klaus falls in love with Jeanne, the daughter of the local mayor. He discovers that his commanders intend to demolish the ruins of a local church, in which civilians were murdered by the German occupation forces at 1944. A local journalist who researches the event discovers that West German General Rucker ordered the massacre, but he is mysteriously murdered. In an opening scene before the credits an assassin, Banat, is seen preparing a gun while a gramophone skips as it plays. The story that follows is the narrative of a letter from Howard Graham, an American armaments engineer, to his wife Stephanie. While journeying to the Soviet port of Batumi to return to the United States to complete his business with the Turkish Navy, Graham and his wife stop in Istanbul and are met by Kopeikin, a Turkish employee of Graham's company, who under the pretense of discussing business, takes Graham to a nightclub to introduce him to dancer Josette Maretl and her partner Gogo. When Banat tries to kill Graham during a magic act, he shoots the magician instead, and Graham is brought to the headquarters of the Turkish secret police for questioning. Colonel Haki of the secret police warns Graham that German agents are trying to kill him to delay the re-arming of Turkish ships. He shows Graham a photograph of Banat, whom he says was hired by a Nazi agent named Muller, and orders Graham to travel secretly to Batumi aboard a tramp steamer instead of by train. Haki assures him that he will personally see that Stephanie gets to their hotel in Batumi ahead of him.

During World War II, Wehrmacht Colonel Claus von Stauffenberg (Cruise) is severely wounded during an RAF air raid in Tunisia, losing his right hand, the ring and pinkie finger on his left hand, and his left eye, and is evacuated home to Nazi Germany. Meanwhile, Major General Henning von Tresckow (Branagh) attempts to assassinate Adolf Hitler by smuggling a bomb aboard the Führer's personal airplane. The bomb, however, is a dud and fails to detonate, and Tresckow flies to Berlin in order to safely retrieve it. After learning that the Gestapo has arrested Major General Hans Oster, he orders General Olbricht (Nighy) to find a replacement. After recruiting Stauffenberg into the German Resistance, Olbricht presents Stauffenberg at a meeting of the secret committee which has coordinated previous attempts on Hitler's life. The members include General Ludwig Beck (Stamp), Dr. Carl Goerdeler (McNally), and Erwin von Witzleben (Schofield). Stauffenberg is stunned to learn that no plans exist on the subject of what is to be done after Hitler's assassination.
