The film, set over the course of four consecutive New Year's Eves from 1964 to 1967, depicts scenes from each of these years, intertwined with one another as though events happen simultaneously. The audience is protected from confusion by the use of a distinct cinematic style for each section. For example, the 1966 sequences echo the movie of Woodstock using split screens and multiple angles of the same event simultaneously on screen, the 1965 sequences (set in Vietnam) shot hand-held on grainy super 16 mm film designed to resemble war reporters' footage. The film attempts to memorialize the 1960s with sequences that recreate the sense and style of those days with references to Haight-Ashbury, the campus peace movement, the beginnings of the modern woman's liberation movement and the accompanying social revolt. One character burned his draft card, showing a younger audience what so many Americans had done on the television news ten years before the movie's release. The film opens in Saigon at the height of the Vietnam War.
John Converse (Moriarty), a disillusioned war correspondent, approaches Ray Hicks (Nolte), a merchant marine sailor and acquaintance of Converse's from the US, for help in smuggling a large quantity of heroin from Vietnam to San Francisco, where he will exchange the drugs for payment with Converse's wife Marge (Weld), who has become addicted to Dilaudid. When Hicks discovers he is being followed by thugs connected either to Converse or his suppliers, he goes on the run with Marge and the heroin, and is eventually pursued by the corrupt DEA agent (Zerbe), who initially set the deal in motion. As Marge is separated from her supply of prescription drugs, she experiences withdrawal, and Hicks decides to help her wean off her dilaudid addiction by using the heroin. In April 1942, after a raid on Japan, eight American aircrew made up of the crews from two North American B-25 Mitchell bombers, are captured. Capt. Harvey Ross (Dana Andrews), becomes the leader of the captives. Initially, the men are picked up by a local government official who is a Chinese collaborator in a Wang Jingwei controlled section of China. The Chinese official delivers the Americans to the Imperial Japanese Army to be put on trial at the Shanghai Police Headquarters. John McCain flies his jet from a carrier on a bombing mission over Hanoi, Vietnam. As a warning buzzer announces incoming missiles, McCain stays with the bomb drop, but is hit by a missile. He lands in the water and is pulled ashore by an angry mob, and taken prisoner. Asked to give information, he gives out the names of a sports team rather than of his squadron. In flashbacks, his father tells of how his submarine escaped destruction in World War II, and told him not to worry about his grades, as his father and grandfather "really fooled them" by rising to admiral despite doing poorly in school. In prison, McCain sees other prisoners cruelly tortured, while he sees a couple who appear to have decided to cooperate with the enemy. McCain is given a choice to be released early in recognition that his father is commander of US forces in the Pacific, but he refuses, and suffers for it.
