The film traces the origins of the movement through its fictionalised narrative, based around rural empowerment, when a young veterinary surgeon, played by Girish Karnad, a character based on then, National Dairy Development Board (NDDB) chief, the 33-year-old Verghese Kurien, who joined hands with local social worker, Tribhovandas Patel, which led to the setting up a local milk cooperative, in Anand, Gujarat.

Ganga Singh (Jalal Agha), newly married to Gauri (Simi Garewal), brings his wife to his village where he lives with his father Hari Singh (Sajjan), and sister Sonki (Madhu Chanda). The village is suffering from drought and villagers have to travel a long distance to get water. Ganga Singh hears of a dam being constructed and leaves his wife to join in the building of it. His family goes through misfortunes, with his father dying and his sister being raped by the dacoit Mangal Singh. Ganga himself dies preventing a disaster at the dam. The dam is eventually built bringing greenery to an arid region. His wife bears a son and lives on in the village.

Children from different social backgrounds and ethnicity are travelling on a steamer bound for Goa. When they are marooned on a deserted island, they get together and build a shelter called Hamara Ghar (Our House). Several incidents take place like a near-drowning, discovery of hidden treasure, different factions in the group, which are all dealt with in a spirit of togetherness. However, despondency soon settles in, and they wait to be rescued. Finally a search helicopter finds them and they leave the island, with their shelter, Hamar Ghar, still standing.

An elderly impoverished Nawab lives in his ancestral Haveli (Mansion). A business man wants to buy it, in order to convert it into a hotel. Nathu (Om Puri), a Chamar, is finishing his work in his shop when the thekedar (Pankaj Kapur) walks in and asks him to entice a pig from a nearby piggery into his shop and kill it for the Veterinary doctor who needs it for medical purposes. Nathu tries to decline saying he has never killed a pig before and doesn't have the necessary skill for it, offering instead to tan the hide if required provided the people from the piggery kill it. Thekedar insists that he wants Nathu to do it and gives him 5 rupees for it and leaves the shop saying that the work must be done by morning when the jamadar will come to take the carcass.

The story is set around 1580, in the time of King Akbar. Biramdev (Dr Shreeram Lagoo) is the king of Medta, a province in Rajasthan. He has two daughters, Meera (Hema Malini) and Krishna (Vidya Sinha) and a son, Jaimal (Dinesh Thakur). Meera is in deep emotional love with Lord Krishna, so much so that she considers Lord Krishna to be her husband. Akbar (Amjad Khan) is becoming stronger day by day and hence other small provinces are trying to join against him. Medta, in one such political agreement, decides to join hands with Raja Vikramajit (Shammi Kapoor). As a part of this agreement Meera is married (against her wish) to Vikramajit's son, Rana Bhojraj (Vinod Khanna). But even after getting married her love for Lord Krishna remains the same and she follows her own ideals and way of living which are not very acceptable to Bhojraj and his family. One thing leads to another and one day Meera is declared as an outcast and traitor who failed to play a wife's duties towards her husband, a bride's duties towards her family, and a woman's duties towards society. She is jailed and a public trial is ordered to decide her fate. But Meera is still unshakable and her spirituality keeps her going. She is not even afraid of death. Finally she is given a death sentence and is ordered to drink a cup of venom in front of the public.
