The time is the early-to-mid-1960s, the height of the Cold War between the United States and the Soviet Union. An unknown aircraft approaches North America from Europe. American bombers of the Strategic Air Command (SAC) are scrambled to their fail safe points near Russia. The bombers have orders not to proceed past their fail safe points without receiving a special attack code. The original "threat" is proven to be innocuous and recall orders are issued. Two brothers, Seth and Richard "Richie" Gecko, having just robbed a bank, stop at a liquor store to pick up a map. In October 1991, the commercial fishing boat Andrea Gail returns to port in Gloucester, Massachusetts, with a poor catch. U.S. energy giant Connex is losing control of key Middle East oil fields in a kingdom ruled by the al-Subaai family. The emirate's foreign minister, Prince Nasir (Alexander Siddig), has granted natural gas drilling rights to a Chinese company, greatly upsetting the U.S. oil industry and government. To compensate for its decreased production capacity, Connex initiates a shady merger with Killen, a smaller oil company that recently won the drilling rights to key petroleum fields in Kazakhstan. Connex-Killen ranks as the world's twenty-third largest economy, and antitrust regulators at the U.S. Justice Department (DOJ) have misgivings.
