The Second Civil War is a satirical/comedy film made for the HBO cable television network and first shown on March 15, 1997.

Directed by Joe Dante, the film is a satire about anti-immigrant sentiment in the United States.

The film also stars James Earl Jones, Elizabeth Peña and Denis Leary as reporters for a CNN like cable network, ("NN"); Phil Hartman as the U.S. President, James Coburn as his chief political advisor, and William Schallert as the Secretary of Defense. Brian Keith portrayed a general in one of his final movie roles.

Synopsis

The 1997 film is set in a United States in which foreign immigration has skyrocketed: The mayor of Los Angeles speaks only in Spanish, Rhode Island is populated mostly by Chinese-Americans, and Alabama has a congressman from India. Politics is openly reduced to a matter of catering to various ethnic groups for their votes - the Alabama congressman will only support the president if his state receives more money for Hindu temples. When an atomic weapon is used in Pakistan, an international organization makes plans to bring orphans to Idaho.

The film begins with GloboTech Industries acquiring the Heartland Toy Company. CEO Gil Mars tells remaining toy designers Larry Benson and Irwin Wayfair to develop actual live-action toys capable of "playing back". Mars selects Larry's action figures, the Commando Elite, for the project and Irwin's educational toys, the Gorgonites, for their enemies. After Mars sees a commercial showing the toys doing activities they are incapable of doing, he accuses them of false advertising, saying Globotech delivers on what it promises. Mars then orders Benson to have the toys on the shelves in three months acting just as they do in the commercial or get fired. Faced with such a tight deadline, Benson forgoes safety testing, then uses Irwin's password and chooses GloboTech's overly powerful, X1000 intelligent AI munitions microprocessor integrated circuit to control the toys.

In the Pride Lands of Africa, a lion rules over the animals as king. The birth of King Mufasa and Queen Sarabi's son Simba creates envy and resentment in Mufasa's younger brother, Scar, who knows his nephew now replaces him as heir to the throne. Au Nicaragua en 1979, le journaliste-photographe Russell Price couvre la guerre civile opposant les sandinistes au président Anastasio Somoza. Au fil des jours, Russell en vient à se poser des questions sur la façon de couvrir cette guerre, lorsqu'il prend conscience de la brutalité de l'armée somoziste vis-à-vis de la population. Lui et Claire sont bientôt approchés par les sandinistes afin de photographier Rafael, leur leader, dont le gouvernement nicaraguayen vient d'annoncer la mort. Rafael est en réalité bel et bien mort, mais les guérilleros veulent démontrer, par une photographie, qu'il est toujours vivant afin de finir la guerre à leur avantage. Après quelques hésitations, Russell accepte et, le lendemain, la photo du chef sandiniste est diffusée dans tout le pays, ce qui déstabilise quelque peu le gouvernement Somoza. Le régime commence à se poser des questions sur la neutralité de la presse. Alex Grazier est bientôt arrêté puis abattu par la Guardia. Russell Price, qui a réussi à photographier l'assassinat, parvient à rendre publiques les photos et le gouvernement américain abandonne toute aide au régime somoziste. Les sandinistes entrent en vainqueurs à Managua et le dictateur fuit le pays.

Ben Cronin (Jesse Bradford) is a star swimmer of his high school's swim team. His coach informs him that Stanford University scouts will appear at next week's swim meet. The President of the United States is caught making advances on an underage "Firefly Girl" less than two weeks before Election Day. Conrad Brean (De Niro), a top-notch spin doctor, is brought in to take the public's attention away from the scandal. He decides to construct a diversionary war with Albania, hoping the media will concentrate on this instead.
