Vittorio Borghi, journaliste marqué à gauche, traverse une crise intérieure, à la fois politique et sentimentale. Il est amoureux d'une adolescente, Elena, et en rupture définitive avec son épouse, Milena. Il éprouve le besoin d'opérer un retour vers sa ville d'origine : Mantoue. Là, il revoit des amis de son père, des compagnons d'école ou des camarades liés au milieu de la Résistance avec lesquels il partagea autrefois les durs combats d'après-guerre. L'évocation des souvenirs du passé semble raviver les passions et les émotions de la jeunesse. En réalité, l'impression est plutôt fragile : Vittorio s'aperçoit, qu'autour de lui, tout a désormais changé. Les hommes et les situations ne sont plus les mêmes. De son côté, l'idéal auquel il se raccrochait s'est effrité, cédant la place à la désillusion et l'amertume. Entre ses anciens amis et lui-même, la reconnaissance mutuelle n'est maintenant qu'une survivance liée à l'Histoire. Tout s'achève, avant tout, sur l'image d'une salle de danse dans laquelle des adolescents, heureux et insouciants, se laissent entraîner, au son d'un juke-box, sur des airs à la mode. Jeunes hommes et jeunes femmes, très éloignés en tout cas, des aspirations qui furent celles de Vittorio, à cet âge-là.

Carlo Caremoli (Trintignant) arrives in Riccione, and enjoys life together with his friends at his father's villa. Riccione is still peaceful, and only a few things remind about the war fought in the south. On seaside holiday, the youth witness a German fighter flying low over the beach and causing panic among the crowd. Carlo tries to protect a frightened little girl who runs toward him, and meets her mother, Roberta (Rossi Drago), a naval officer's widow. Carlo is attracted to Roberta, often meets her and even makes a trip with her to San Marino, although Roberta's mother (Lilla Brignone) disapproves of this new acquaintance, and urges her to stay away from Carlo, partly because of his father, Ettore Caremoli (Enrico Maria Salerno), a brutal Fascist. Meanwhile, Maddalena (Federica Ranchi), the young sister of Roberta's deceased husband, arrives from Catanzaro, fleeing the impending war. Maddalena spends time with Carlo's friends, and together with Roberta, is invited to a circus. However, the show is interrupted by an air raid blackout, and the friends proceed to a nighttime party at Carlo's villa. After watching flares in the night sky, the men and women form couples and start dancing to a record of Temptation, Carlo with his girlfriend Rosanna (Jacqueline Sassard), and Roberta with a much younger boy. The camera cuts between Carlo and Roberta, staring at each other passionately. Carlo asks Roberta for the next dance, and the couple end up kissing in the garden, which deeply hurts Rosanna. The next day, Roberta initially refuses to admit her true feelings to Carlo, but ultimately accedes. Meanwhile, on July 25, the news of Mussolini's ouster is announced. Carlo and Roberta continue to go on dates. However, Carlo's father is forced to flee, and his villa is confiscated. Carlo meets Roberta once again and spends a night with her, provoking discontent from her mother, and Maddalena decides to leave. During a curfew, a patrol discovers the couple on the beach and finds out that Carlo's military exemption has expired. As his father has fled, he has no chance to renew it anymore. Roberta proposes that he hide at her villa in Rovigo, and the next morning they take a train. However, during the trip the tracks are bombed by the Allies, and the couple barely escape death. After the air raid, Roberta gets back on the train, but Carlo refuses to join her until the war is over, and they part as the train leaves.

Le député socialiste (Parti socialiste unitaire) Giacomo Matteotti condamne vivement le déroulement des élections législatives d'avril 1924 en Italie, qui permet aux fascistes, conduits par Benito Mussolini, d'occuper les deux tiers des sièges parlementaires. Après deux années passées sur le continent, Salvatore retourne dans sa Sicile natale. Alors qu'il rêve d'être accueilli en fils prodigue, il constate que les habitants de son village l'attendent, plutôt impatiemment, afin d'y dénouer un conflit d'ordre social. La question cruciale est celle-ci : faut-il occuper les domaines que la récente loi a expropriés et partagés et que la Mafia empêche qu'on leur distribue ? Les paysans entament une action pacifique, mais Salvatore veut aller plus loin : en labourant et semant, ils doivent provoquer une situation irréversible. Les paysans se mettent au travail, mais la Mafia les attaque à l'aube. Les carabiniers interviennent alors pour empêcher les combats. Ne s'avouant pas vaincue, la Mafia entreprend de contrôler l'affermage des carrières du voisinage. Simultanément, elle cherche à gagner à sa cause Salvatore, en l'achetant si nécessaire. Bien qu'il feigne d'accepter la négociation, Salvatore engage une campagne pour améliorer les conditions de travail dans les carrières. Un matin, Salvatore s'en prend violemment au chef local de la Mafia : celle-ci le liquide physiquement, une heure après. Le village entier, lui rendant hommage, assiste à ses funérailles.

Roch Siffredi, chef de gang très en vue à Marseille, vient d'ouvrir un établissement somptueux qui lui promettrait des jours heureux dans cette ville, s'il ne venait d'enterrer son ami et associé François Capella à la fin du premier Borsalino. Il jure de le venger. Il apprend qu'un certain Giovanni Volpone, récemment arrivé à Marseille, est à l'origine du meurtre. Le commissaire Fanti passe voir Siffredi après la mort de Capella. Il constate la réussite du truand et admire le nouvel établissement : il a une certaine estime pour Roch, mais quand des évènements agitent le milieu, sa politique est de laisser les truands s'entretuer ! Il informe cependant Siffredi que Volpone est un homme dangereux : le gangster italien, semble avoir des ambitions sur la ville de Marseille; il a des moyens importants tant en hommes qu'en finance et des soutiens politiques efficaces dans la période qui précède la guerre. Volpone est en relation avec le fascisme international. Il a le projet de « nettoyer » la ville et d'en faire une base expérimentale pour préparer une ère nouvelle.
