The plot summary follows the 1992 workprint version of the film.
The film opens with a narrator describing a prosperous city called the Golden City, ruled by the sleepy King Nod and protected by three golden balls atop its tallest minaret. According to a prophecy, the city would fall to a race of warlike, one-eyed monsters, known as "one-eyes", should the balls be removed, and could only be saved by "the simplest soul with the smallest and simplest of things". Living in the city are the good-hearted cobbler Tack, named for the ubiquitous pair of tacks held in his mouth, and a nameless, unsuccessful yet persistent thief. Both characters have no dialogue., 1h19

Fed up with spring cleaning, Mole ventures out of his underground home. He goes for a walk in the countryside and soon comes to a river where he meets and befriends Ratty (who lives there). Rat takes Mole on a picnic where they notice Badger (who appears behind the bushes) and ask him to join them, but he just mutters "Hmmm! Company!" and walks off home (though he still is their friend). Rat starts to warn Mole of the Wild Wood and its inhabitants, but they are interrupted by the arrival of the Chief Weasel and his henchman. While the Chief distracts them, his henchmen steals a jar of potted meat and they make their getaway. Ratty then takes Mole to visit their friend Toad at Toad Hall, and Toad asks them to come with him on a caravan trip on the Open Road; with his horse Alfred pulling it. Ratty really misses his home on the river but does not want to disappoint his friends. On the Open Road, disaster strikes as a passing motorcar sends Alfred into a panic and the caravan into a ditch. Toad suddenly decides he no longer wants to travel by Alfred and the caravan cart, and thinks that motor cars are the only way to travel. As time goes by, Rat and Mole can do nothing but look on as Toad buys and then almost immediately crashes his cars one after another. In winter, Rat and Mole are extremely worried and they decide to call on Badger to see if he has any suggestions; if there's anyone Toad will listen to, it's Badger. But Rat fell asleep, refusing to take Mole to the Wild Wood., 1h30

The tale begins in the Middle Ages alike world at Monaco, Monte Carlo, France. It tells of Prince Frederic, who is a 10-year-old boy who lived with his kingly father in a huge castle by the ocean at Monaco, Monte Carlo, France and was taught magical powers. His mother, the queen, has been dead for over a year, drowned at sea in a storm. One day, while the two are out horse riding in the forest, Frederic loses his father who is thrown to his death from a great height (6 ft) after his mount is spooked by a strange red cobra. Frederic watches it slither away; he had never seen one of those in the forest before. Now an orphan, Frederic is taken in by his paternal aunt, Messina (Billie Whitelaw), who, as the king's sister, accedes to the throne, but only as regent, until Frederic comes of age to assume responsibility as the next ruler when she must step down. Soon Frederic realizes that the cobra he saw in the forest was Messina (also responsible for conjuring up the storm that took the life of his mother) and rather than killing the young prince, she transformed him into a frog and tried to capture him. Soon, both fall from the castle window and into the raging ocean, and Frederic is saved in the jaws of a giant sea monster. The power-hungry Messina vows to rule the world and destroy Frederic. The monster really turns out to be Nessie (Phyllis Logan). As Messina departed, Nessie's tail became trapped under a boulder. She befriended Frederic, who in turn used his powers to free her tail from the boulder. Nessie took him near dry land, and notes that if Frederic ever needed her, he would whistle. Frederic then leaped into the night sky, jumped through time zones until the late 20th century and fell into a swamp full of frogs, where he would spend the rest of his childhood in his new life as Freddie the Frog., 1h22

In a mountainous kingdom, the widowed King leaves to attend affairs of state, leaving his beloved daughter, Princess Irene, alone with her nursemaid, Lootie. When Irene is on an outing with Lootie, she runs away on purpose, and Lootie cannot find her. When sun sets, Irene is lost in a sinister forest, and is attacked when a clawed hands bursts through the earth and attempts to seize her kitten, Turnip. Several deformed animals corner the frightened Princess, until a strange singing sounds through the trees, driving them into a fit, and they flee. The singing is revealed to be a young boy, Curdie, the son of a miner. He discovers Irene is lost, and leads her back to the castle. He informs her that the monsters were goblins and their "pets", and that they are driven away by singing. Curdie says that everyone except the King and his family know of the goblins, and Irene reveals she is a Princess.
