Synopsis

In post-Cold War Washington an inexperienced political appointee, Paul Hood (Hamlin), is to head the supposedly obsolete National Crisis Management Center (NCMC) - with an eye to downsizing it. After stealing diamonds in a robbery, diamond thief Frank Warren is betrayed by his best friend Sam and his fiancée Noelle, who turns him into the authorities. Frank is sentenced to 12 years imprisonment at Camp Holliday, an experimental prison where each convict is given an electronic collar containing an explosive device which is electronically connected to another inmate. If any inmate tries to escape from Camp Holliday and is separated from the collar-mate by more than 100 yards, their collars will explode. Frank learns the inmate he is connected to is Tracey Rigg and Tracey and Frank both escape with their collars intact. On the run from the authorities, Tracey and Frank find they are being pursued by Sam and Noelle, believing Frank will lead them to the diamonds, which he has hidden.

In 2000, during the 20th annual race, a resistance group led by Thomasina Paine (Harriet Medin), a descendant of 1770s American Revolutionary Thomas Paine, plans to rebel against Mr. President's regime by sabotaging the race, killing most of the drivers, and taking Frankenstein hostage as leverage against the President. The group is assisted by Paine's great granddaughter Annie (Simone Griffeth), Frankenstein's latest navigator. She plans to lure him into an ambush to be replaced by a double. Despite a pirated national broadcast made by Ms. Paine herself, the resistance's disruption of the race is covered up by the government and instead blamed on the French, who are also blamed for ruining the country's economy and telephone system. The game has sadistic rules, where killing a baby and physically challenged people will give the player extra points. Machine Gun Joe (Sylvester Stallone) is the main opposition to Frankenstein.

Driving through the Australian outback, best friends Marcus (Xavier Samuel) and Craig (Bobby Morley) and their friends, Liz (Georgina Haig) and Nina (Sophie Lowe), are confronted by a road train. The monstrous vehicle comes up behind their SUV and pushes them off the road. Craig's arm is broken. The friends decide seek help from the driver of the truck, which has stopped some distance up the road. The driver is nowhere to be found. Distant gunshots are heard, and a distant, crazed figure in the bush screams and runs towards them. Panicked, the friends commandeer the truck. Driving through the outback, the truck's radio comes on by itself and lulls the four to sleep, leaving the truck to drive itself off the road and up a hill. Liz goes off in search of a shack she claims to have seen, while Marcus attempts to turn the truck around. When the truck refuses to start, he accompanies Liz, while Nina looks after Craig.

A year has passed since the battle between Gamera and the Gyaos, and Japan has struggled to rebuild its cities in the meantime. Off the coast of Alaska, oceanographer Emma MacNeil (Deborah Gibson) is studying the migration patterns of whales aboard an experimental submarine she took without permission from her employer. Meanwhile, a military helicopter drops experimental sonar transmitters into the water, causing a pod of whales to go out of control and start ramming a nearby glacier. In the chaos, the helicopter crashes into the glacier, and the combined damage breaks the glacier open, thawing two hibernating, prehistoric creatures. MacNeil narrowly avoids destruction as, unknown to her, a giant shark and octopus are freed. Some time later, a drilling platform off the coast of Japan is attacked by the octopus, which has tentacles large enough to wrap around the entire structure. After returning to Point Dume, California, MacNeil investigates the corpse of a beached whale covered with many bloody wounds. Her employer Dick Richie (Mark Hengst) believes them to be from a tanker propeller, but MacNeil insists they appear to be from a creature. Later, she extracts what appears to be a shark’s tooth from one of the wounds. Elsewhere, the huge shark leaps tens of thousands of feet into the air from the ocean and attacks a commercial aircraft, forcing it to crash into the water.
